99.67% of the land has been delivered
The North-South Expressway construction project in the Eastern phase 2021 - 2025, the section through Quang Binh province, has 3 component projects, with a length of 126.43km, passing through 6 districts, towns, cities and 35 communes and wards.
Up to now, the length of Quang Binh province handed over to the Project Management Boards is 126.01km (accounting for 99.67%), currently there are 419m remaining in the land clearance (accounting for 0.33%).
Of which, Quang Trach district has handed over 25.29km/25.3km. Bo Trach district has handed over 29.03km/29.04km. Le Thuy district has handed over 31.553km/31.952km.
A representative of the Ho Chi Minh Project Management Board, the investor of the Van Ninh - Cam Lo component project, said that in Le Thuy district, there are still 399m of land acquisition problems, which affect the project's progress.
"We are looking forward to having a site to speed up progress because the rainy season is approaching," said this representative.
Mr. Nguyen Xuan Tuong - Vice Chairman of the Le Thuy District Expressway Clearance Council - said that there are still 399m in the area related to 19 cases, of which 5 cases the district has issued enforcement decisions, 12 cases are completing documents for enforcement; one case is in Korea, expected to return home on September 8 to receive money, one case we are still continuing to mobilize.
“The Provincial Party Secretary has made a working trip to the area, through which, when all procedures and regulations are fully implemented, enforcement must be carried out, and a few cases cannot affect the national project. After the decision on enforcement within 10 days or according to the specific time of the locality, it must be carried out, the district has decided to complete the site clearance in September,” said Mr. Tuong.
Implement solutions in accordance with regulations
Mr. Dang Dai Tinh - Chairman of Le Thuy District People's Committee - said that the site clearance work in Le Thuy district is more difficult because it is the longest area in the province, the project passes through the most densely populated area with nearly 1,000 households. Along with that, the land history is complicated, land transferred from forestry farms, encroached land, disputed land, no origin of land use time... so it takes a lot of time to handle. Along with that, the district is also stuck with solar power and nearly 700 graves.
After inspecting the progress of the North-South Eastern Expressway project, phase 2021-2025 through Quang Binh in Phu Thuy commune (Le Thuy), Secretary of the Quang Binh Provincial Party Committee Vu Dai Thang made proposals related to compensation, site clearance, and resettlement.
The Provincial Party Secretary emphasized the need to continue considering solutions to ensure harmony of interests for people and businesses.
For households subject to compensation and site clearance, after being informed, mobilized, and fully implementing policies but still not agreeing and handing over the site to the construction unit, it is necessary to implement solutions in accordance with regulations to clear the route, avoiding affecting the entire project because of a few individuals.
