The investment project for the construction of the southern trunk road of Hanoi (formerly known as the investment project for the construction of the southern trunk road of Ha Tay province) has a length of more than 41km through the districts of Ha Dong, Thanh Oai, Ung Hoa, and Phu Xuyen.
The road, when completed, is expected to reduce traffic pressure on National Highway 21, while also meeting the travel needs of the people.
The project has a total investment of 6,076 billion VND, implemented in the form of BT (build-transfer contract), and began construction in 2008.
After more than 15 years of implementation, the project has completed 21km, passing through Ha Dong district, Thanh Oai district, and Ung Hoa district.

The remaining section passing through the communes of Hoang Long, Tri Trung, Phu Tuc, Chau Can of Phu Xuyen district is still sluggish in construction; the section through Hong Minh commune has been "stagnant" for many years due to an area of 1,930.4m2.
This is the last position within the 8.9km southern trunk road through Phu Xuyen district. Over the past 6 years, with 40 meetings, propaganda, mobilization, and dialogue, it has not been possible to clear the site.
According to the People's Committee of Phu Xuyen district, 15 plots of land believed to belong to families in Phu Bat village, Hong Minh commune, within the area to be cleared for the construction of the southern trunk road of Ha Tay province, were illegally sold by the commune's People's Committee since 2008.
This land allocation violated land laws and was handled by the Hanoi People's Court according to judgment No. 922/2016/HS-PT dated September 7, 2016.
At the time of land allocation, the People's Committee of Hong Minh commune did not invest in technical infrastructure construction, and the households fulfilled their financial obligations with an amount of 23,400,000 VND/household.
According to the provisions of Article 75 of the Land Law and the Government's decrees, there are no regulations on compensation and support for land when the State recovers land in cases of unauthorized land allocation after July 1, 2004. Therefore, there is no basis to support these households, leading to their refusal to cooperate in site clearance.


Regarding this issue, the People's Committee of Phu Xuyen district has reported to the relevant departments and agencies.
On February 28, 2024, the Hanoi Department of Natural Resources and Environment issued Document No. 1300/STNT-KTĐ, confirming that there are no regulations on compensation and support for land when the State recovers land in cases of unauthorized land allocation after July 1, 2004.
On May 24, the People's Committee of Phu Xuyen district coordinated with the government of Hong Minh commune to organize a dialogue, but the households still did not agree with the compensation plan.
On July 12 and July 22, the compensation and support payment sessions were unsuccessful as the households did not accept the funds and did not hand over the site.


At the working session on July 25, the internal affairs department and specialized departments of the People's Committee of Phu Xuyen district confirmed that the steps for site clearance for the construction of the southern trunk road of Hanoi through Hong Minh commune related to 15 households had been carried out in accordance with regulations.
To date, Phu Xuyen district is still continuing to propagate and mobilize households to voluntarily hand over the site.
In case the households still do not comply, it is expected that on August 13, the People's Committee of Phu Xuyen district will forcibly recover the land to hand over the site to the investor for the project construction after many years of delay.
