Information on compensation and resettlement for the Hanoi central road construction project

Hanoi - Tay Ho District is verifying the land origin to adjust the compensation and resettlement support plan to serve the Dang Thai Mai road construction project.

The Dang Thai Mai road construction project, phase 1 (Tay Ho district, Hanoi) has a total length of 1,260km. Starting point from Tay Ho villa area, the end point of the project is at the intersection with Xuan Dieu street.

The scale of the cross section of the road section is 93.6m wide (the road surface is 2x15m wide, the road on both sides is 2x6m wide, the landscape axis is 54.6m wide); The section through the Tay Ho villa area is 20.5m wide (the road surface is 11.25m wide, the two sides are 4,625m wide).

To implement the project, Tay Ho District will have to reclaim 36,482.5m2 of land from 183 households, individuals, and organizations.

By the end of March 2025, there were 160 cases of cooperation in investigation, survey, and land measurement. Of which, 144 plans have been made public, and 28 out of 144 plans have ended.

There are 23 cases that have not cooperated in surveying and measuring; the competent units have submitted and transferred the dossier to propose the Tay Ho District People's Committee to issue a decision to enforce the compulsory counting according to regulations.

Tay Ho District strives to basically complete site clearance (GPMB) in June 2025, and basically complete project construction in June 2026.

Reporting on the project's site clearance work, the Tay Ho District Investment and Construction Project Management Board (DTXD) said that it has received many petitions from households whose land is originally residential land (for cases where the draft plan is being made public), requesting to reconsider the calculation of land prices, applying land locations that are not in accordance with actual use, not taking into account specific factors and comparison factors for similar land plot locations.

According to the Decision approving specific land prices, there are a total of 40 cases in alley 9/2 Dang Thai Mai Street with location 3 (lane cutting surface 3.5m).

On March 25, 2025, the People's Committee of Quang An Ward will coordinate with relevant units to measure the actual status, confirming the data of the narrowest lane cut is 3.54m. Therefore, there is a basis to propose considering adjusting the location of land price application.

In addition, the authorities investigating and measuring tallying have 1 case in the inner layer, with the width of the alley is less than 2m, eligible for additional position of 4 Dang Thai Mai street to decide the specific land price of the project. Consider adjusting the location of the land plot (from the position of 2 Dang Thai Mai Street, the position of 1 Dang Thai Mai street), which considers the specific factor, comparing the location of the land plot on the same route.

Therefore, the DTXD Project Management Board proposed that the District People's Committee assign the Project Management Board to coordinate with the Ward People's Committee and the Department of Agriculture and Environment to submit to the District People's Committee for consideration and adjustment of specific land valuation records, and supplement land locations to suit actual use.

Propose to assign the Department of Agriculture and Environment to appraise and adjust the land price appraisal dossier as a basis for adjusting the plan to create consensus among the people.

Regarding the contents related to the policies applied when developing compensation, support and resettlement plans, the Tay Ho District Construction Investment Project Management Board recommends that Quang An ward soon clearly confirm the origin of the land to ensure the correct value of the plan, avoiding receiving many petitions.
