Chu Van An Boulevard project, also known as Nguyen Xien - Xa La route, connects from Ring 3 to Highway 1A approved by the Hanoi People's Committee in the form of BT in April 2011.
The project was assigned to Bitexco Joint Stock Company as the investor and started to implement in 2014 with a length of 2.5km, total investment of nearly VND 1,500 billion.
Chu Van An Boulevard Thong in late January 2020 (now Pham Tu Street) after 6 years of construction. Worth mentioning, after 5 years of traffic, the overpass item of Pham Tu - Phan Trong Tue - Phuc La intersection has not been completed due to encountering problems about site clearance (GPMB) of 98 households in Tan Trieu commune, Thanh Tri district and 10 households in Kien Hung ward, Ha Dong district.
For many years, the intersection of Pham Tu - Phan Trong Tue - Phuc La has become a black spot congestion due to the long -lasting construction project.

According to the Thanh Tri District Land Fund Development Center (the unit assigned to the land clearance), the total land area to be recovered to implement is 50,910.1 m2, involving 198 households and individuals.
Up to now, the area that has not yet implemented the land clearance is 23,712.5m2 of 119 households and organizations.
The reason is that the majority of households involved in the project have been recovered the entire land parcel, so before the implementation of the land clearance, the investor must prepare the resettlement area for compensation and support for households as prescribed. The number of resettlement households is estimated at 80 households with an area of about 8,000m2.
At the time of implementing the project in 2017, after reviewing, the People's Committee of Tan Trieu commune determined that there was no location in the commune to meet the scale and in accordance with the plan to build the resettlement area for the project.
After many meetings with people to consult with households, the District People's Committee agreed on the location of the project resettlement in Thanh Liet commune. After reporting and approved by the Hanoi People's Committee, the District People's Committee has land clearance and construction of technical infrastructure of Chu Van An immigration area.
In addition, on the determination of specific land price compensation, in July 2023, the District People's Committee issued a decision to approve the land price for project implementation. However, by 2025, after the city issued a new land price list, the District People's Committee had to hire a consulting unit to redefine the specific land price, so far there has been no results.

The biggest problem is that the minimum resettlement land has not been determined. Although the city has assigned the Department of Agriculture and the environment to urgently build and guide the locality, so far still expensive, there is no guidance on this.
Meanwhile, the project land clearance schedule depends on the determination of minimum resettlement land for households in the site clearance.
The People's Committee of Thanh Tri District said that if the Department of Agriculture and the environment soon guides the minimum norm of resettlement land, it is expected that in the second quarter of 2025, it will complete the land clearance to assign businesses to complete the intersection of Pham Tu - Phan Trong Tue.
