The investment project to build the Ring Road 4 of the Capital Region through Hanoi is about 58km long, passing through 7 districts including Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai and Thuong Tin.
According to the report of the Hanoi Traffic Construction Investment Project Management Board, after about 2.5 years since the groundbreaking date, the project's site clearance work has reached about 99%.
The remaining land is located at the relocation locations of floating underground works and some locations of residential land and garden land scattered in districts that are facing changes in compensation mechanisms and policies.

In package No. 8, the construction of the Ring Road 4 parallel road through Soc Son and Me Linh districts, while the 2 residential areas in Dai Thinh and Chu Phan communes (Me Linh district) have not yet been handed over the site for the project.
"Up to now, we still do not know when the locality will hand over the remaining site for the contractor to complete the project" - said the representative of the consortium of package No. 8.
In package No. 9, the construction of Ring Road 4 through Dan Phuong and Hoai Duc districts is currently stuck with 3 residential areas in Duc Thuong, Dong La communes (Hoai Duc) and Ha Mo commune (Dan Phuong).
"The local site clearance progress is slowing down, which could affect the contractor's construction progress, while Hanoi requires the completion of the entire parallel route in 2025" - Mr. Nguyen Hoang Hai, Commander of Package No. 9, said.

In the area within the construction area of Hong Ha bridge in Hong Ha commune (Dan Phuong district) and Van Khe (Me Linh district), many households have not yet agreed to hand over the site for the project.
Similarly, some sections of the site in package No. 10, construction of parallel roads through Ha Dong and Thanh Oai districts; package No. 11, section through Thuong Tin, has not been handed over to the contractor by the locality for construction.
The construction works are mainly residential areas, factories, underground and above-ground technical infrastructure.

According to the contractors' representatives, currently, the materials are fully gathered, human resources and machinery are also ready for synchronous construction along the entire route.
In case the site clearance and relocation of floating underground works are completed before March 2025, the contractor will complete the project in December 2025 in accordance with the city's direction. Otherwise, it will be force majeure because many sections within the project scope have to be treated with weak soil, the minimum relocation time must be from 6-9 months.

During a recent visit and encouragement to officers, engineers and workers at the Ring Road 4 construction site, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan requested the project investor, construction contractor, supervision consultants and all workers and laborers to closely follow the plan and progress, and strive to complete the project.
With the remaining 1% of site clearance, localities need to resolutely resolve the issue because this is a key project, the determination must be even higher. Along with progress, quality must be ensured, said Mr. Nguyen Ngoc Tuan, adding that during the implementation process, if there are any difficulties or problems, it is necessary to report and propose to the city in the spirit of urging construction wherever there is a site, not letting the project be behind schedule.
