On October 2, the People's Committee of Quang Tri province confirmed that it had sent a document to the Ministry of Planning and Investment requesting an extension of the implementation period and disbursement of the socio-economic recovery and development program assigned to the Dong Ha city eastern bypass project (from the intersection of Nguyen Hoang street to the south of Hieu river bridge). The extension period is until June 30, 2025 with a capital of 70 billion VND.
If considered and allowed to extend implementation and disbursement until June 30, 2025, the People's Committee of Quang Tri province commits to continue directing units and localities to remove difficulties to speed up project progress and disburse all the capital allowed for extension.
According to the leaders of Quang Tri province, the progress of project implementation and the plan to disburse allocated capital did not meet expectations, forcing the locality to request an extension of the implementation and disbursement time due to many objective reasons.
For example, the site clearance was implemented at the right time when the 2024 Land Law and the 2013 Land Law overlapped, so the policies were not synchronized, leading to confusion.
In addition, on December 29, 2023, the Prime Minister decided to assign capital plans to projects under the Socio-Economic Recovery and Development Program and extend the implementation period to December 31, 2024, but the capital was not provided to the province until February 6, 2024. At this time, the Law on Bidding took effect on January 1, 2024, but the Decrees, Circulars, and related documents providing detailed instructions were issued slowly, leading to difficulties in the process of organizing contractor selection, prolonging the implementation time.
In particular, the scope of the bypass project passes through an area with weak soil, so the time to process the weak soil item is from 205 to 296 days, affecting the overall progress of the project. In addition, in Quang Tri province, there is unfavorable weather at the end of the year, with continuous rain and wind, so the construction of the roadbed will be difficult in the future.
It is known that the Eastern bypass project of Dong Ha city (section from Nguyen Hoang intersection to the South of Hieu river bridge) has a total investment of 230 billion VND. Currently, the disbursement value is more than 80 billion VND, the site clearance work is over 71%.
