On the morning of February 27, information from the Traffic Police Department (Traffic Police, Hanoi City Police) said that from the night of February 26 to the early morning of February 27, local traffic police teams discovered and handled a series of cases of trucks carrying construction materials using horns and lights in violation of regulations.
Accordingly, after receiving feedback from people about the night to about 4am, some trucks carrying construction materials operating on roads in Hanoi used air horns and installed additional lighting in violation of regulations, affecting residential areas. The Hanoi Traffic Police Department has directed local teams to strengthen inspections and strictly handle violations.
From the night of February 26 to the early morning of February 27, working groups of Road Traffic Police Teams No. 6 and No. 7 patrolled on Nguyen Trai, Khuat Duy Tien, Pham Van Dong, Cau Giay...
During the patrol, the traffic police used professional equipment to record violations, then stopped the vehicle for inspection and handling.
At nearly 10:00 p.m. on February 26, the working group of Road Traffic Police Team No. 7 discovered a truck traveling from the elevated Ring Road 3 towards the Khuat Duy Tien - Nguyen Trai intersection (Thanh Xuan District) continuously using a horn with a large capacity.
As soon as it was discovered, the working group stopped the vehicle for inspection. Presenting to the authorities, driver T.V.S admitted his violation.
"Due to the traffic jam, I honked continuously to ask for a way. I realized that my behavior was wrong and affected the people," driver S explained.
For the act of honking the car's front door continuously causing noise pollution, driver S was fined from 800,000 - 1,000,000 VND.

During the night of February 26 and early morning of February 27, the working group of Road Traffic Police Team No. 7 also handled many cases of installing lighting in violation of regulations ( installing additional lights in the front and rear of the vehicle - PV).
The fine for this behavior is from 1 - 2 million VND, deducting 2 points from the driver's license.
At the Thang Long - Khuat Duy Tien intersection, the working group of Road Traffic Police Team No. 6 also discovered many cases of "molding" lights. These types of lights often have a large capacity. When driving in the opposite direction, it will cause immediate rain or "temporary disruption" to the driver, causing unsafe traffic.
"I just thought of installing more to make it brighter, especially when entering the construction sites, not expecting it to affect passersby. I will immediately remove the lights that have been installed in violation of regulations," driver N.V.B explained to the traffic police.
Major Nguyen Van Dung - an officer of Road Traffic Police Team No. 6 - said that according to Decree 168/2024, drivers of vehicles who violate the law will not only be administratively punished but also forced to remove additional equipment that is not in accordance with regulations, restoring the original technical condition of the vehicle.
From the night of February 26 to the early morning of February 27, more than 10 cases of using horns and installing additional lighting in violation of regulations were punished by the working group of the Road Traffic Police Team No. 6 and No. 7.
In the coming time, the Hanoi Traffic Police Department will continue to strengthen inspection and handling of violations against trucks carrying materials operating at night, ensuring order and traffic safety, not affecting people's lives.
