The Ministry of Industry and Trade is soliciting opinions on the draft Resolution of the National Assembly on mechanisms and policies to remove difficulties in national energy development for the period 2026-2030.
The draft was drafted after the Prime Minister assigned the Ministry of Industry and Trade to develop a National Assembly Resolution on mechanisms and policies to remove difficulties in national energy development for the period 2026-2030 according to the policies and orientations in Resolution 70 of the Politburo.
According to the Ministry of Industry and Trade, based on the Electricity Law 2024, the Ministry of Industry and Trade has submitted to the Government to issue Decrees regulating and providing detailed instructions as a basis for implementing policies and regulations in the Law.
On August 21, 2025, the Ministry of Industry and Trade chaired an online and in-person conference to summarize the implementation of the direct electricity purchase and sale mechanism in Decree No. 57/2025/ND-CP.
At the same time, the Ministry of Industry and Trade has also sent a document to collect opinions from localities and relevant units on the assessment of the implementation of the Decree detailing the Electricity Law.
The preliminary assessment results show that the Decree has been implemented synchronously, creating a complete legal corridor, as a basis for promoting the development of power activities nationwide. However, in the process of implementing the Decree, localities and enterprises have reflected on requests to clarify and/or remove difficulties and obstacles.
Through reviewing proposals and recommendations, the Ministry of Industry and Trade has compiled a number of contents that need to be amended and supplemented to suit the practical implementation of the direct electricity purchase and sale mechanism.
In the Draft Resolution, the Ministry of Industry and Trade proposes that in the case of direct electricity purchase and sale via a separate power grid, the electricity purchase and sale price is negotiated by the parties, agreed upon, ensuring the recovery of costs for power generation, investment, management and operation of the separate power grid and electricity sales business.
Electricity retail units in industrial parks, economic zones, export processing zones, industrial clusters, high-tech zones, concentrated information technology zones, high-tech agricultural zones and other similar models specified by competent authorities are eligible to directly participate in direct electricity trading mechanisms.
According to the Draft, the Minister of Industry and Trade specifically stipulates the scale of large electricity consumption when participating in the direct electricity purchase and sale mechanism through a separate connected power grid or the direct electricity purchase and sale mechanism through the national power grid.
