According to information from the Ministry of Finance, implementing the Party's guidelines and Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system, on January 24, 2025, the Ministry of Finance issued Circular No. 07/2025/TT-BTC.
This Circular guides the determination of funding sources, budget making, management, use and settlement of funding to implement the policies prescribed in Decree No. 178/2024/ND-CP.
This is the task arising in 2025, so according to the regulations, the addition of sources to implement policies is under the jurisdiction of the National Assembly. The Ministry of Finance promptly reported to the Government, reported to the Standing Committee of the National Assembly and submitted to the National Assembly at the 9th session to supplement the State budget estimate in 2025 for implementation.
After the National Assembly decides, based on the proposals of ministries, branches and localities, the Government will immediately allocate funds for implementation.
At Point d, Clause 1, Article 5 of Circular No. 07/2025/TT-BTC, it is stipulated that: "During the waiting period for competent authorities to supplement funding, agencies and units are requested to proactively use the assigned budget to promptly pay the regime and policies to the subjects according to regulations". Accordingly, agencies and units will proactively use available budget sources to ensure timely payment of regimes and policies.
The Ministry of Finance has issued documents urging ministries, branches and localities to urgently prepare estimates and report on funding needs to synthesize and submit to competent authorities to supplement funding in accordance with regulations. Implementing the direction of the Government, the Ministry of Finance proactively balances and allocates sufficient state budget resources to fully implement the regimes and policies according to regulations.
