The Ministry of Finance has just issued Official Letter 11856/BTC-TCCB to the Ministry of Home Affairs, requesting specific instructions on the time to end the settlement of regimes and policies for cadres, civil servants, public employees and workers affected by the reorganization of the apparatus according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.
The document stated: The Politburo and the Secretariat have issued Conclusion 183-KL/TW (August 1, 2025) requesting ministries, departments, branches and localities to direct the handling and final settlement of regimes and policies for cadres and civil servants affected by the organizational arrangement before August 31, 2025; after this time, it will end.
To comply with the regulations, the Ministry of Finance requests the Ministry of Home Affairs to promptly issue a document guiding and clarifying: Only resolve the regime for cases where there is a time to retire before August 31, or completely resolve for those who have submitted an application before August 31 but have a time to retire after this date.
If following the second option, the Ministry of Finance also proposed to clarify when ministries, branches and localities will be able to resolve the issue.
Previously, the Politburo and the Secretariat met to give opinions on the report of the Central Organizing Committee (Report 428-BC/BTCTW dated July 31, 2025) and the monitoring report of the Central Inspection Committee on the results after 1 month of operating the 2-level local government model.
At the meeting, the Central Committee requested:
Urgently complete the tasks stated in Plan 56-KH/BCD in 2025 of the Central Steering Committee on summarizing Resolution 18 and Plan 02-KH/BCDTW in 2025 on science, technology development, innovation and digital transformation.
Resolutely resolve the regime and policies for cadres and civil servants affected by the organizational arrangement before August 31, 2025.
Promote digital infrastructure investment, increase the use of digital signatures and digital certificates, complete synchronous and interconnected digital data; upgrade public service software, business applications (citizenship, land, business registration, tax, etc.) to effectively operate the Commune-level Public Administration Service Center.
