Recorded at Xuan Phuong market (Nam Tu Liem district, Hanoi), overgrown with grass, some unfinished construction items are deteriorating. Many areas have become garbage collection points, causing unsanitary conditions and seriously affecting the urban landscape.
According to Ms. Nguyen Viet Hoa (a resident of Xuan Phuong ward), the market was built many years ago but is still unfinished, forcing people to continue trading at a fleg market a few hundred meters away or have to move to Van Canh market (Hoai Duc district), about 2km away.

"We have repeatedly petitioned the authorities with the hope that Xuan Phuong market will soon be put into operation. Having a spacious market will limit the occurrence of illegal market, temporary market that is unsafe and loses urban beauty. At the same time, people also have cleaner and more civilized places to buy and sell, Ms. Hoa shared.
It is known that this project had previously had a problem in site clearance, so the progress was delayed. Currently, the investor is urging the contractor to complete the missing items such as the fire prevention and fighting system and the covered outdoor market. It is expected that by the end of the second quarter/2025, the market will be completed and put into use. However, as noted by the reporter, the construction progress is very slow and the ability to complete on time is difficult to feasible.
On 7.5, talking to PV Lao Dong newspaper, Mr. Nguyen Tai Dung - Chairman of People's Committee of Xuan Phuong Ward, Nam Tu Liem District - said that the ward People's Committee received recommendations of voters and transferred to the District People's Committee. Currently, the District People's Committee has assigned the Project Management Board to implement solutions to remove obstacles.

According to Mr. Dung, one of the major difficulties is that the project is located under the high-voltage power line corridor, not ensuring construction safety. "The People's Committee of Nam Tu Liem District has directed relevant units to promptly have a handling plan to put the project into operation," said Mr. Dung.
A similar situation also occurred at Phuc Ly market, Minh Khai ward (Bac Tu Liem district, Hanoi). This market started construction in October 2010 and was not completed until October 2017.
On October 30, 2017, the People's Committee of Bac Tu Liem District issued Decision No. 8120/QD-UBND, assigning the Phuc Ly Market Management Board to receive, manage and develop a business plan for exploitation according to regulations. However, due to unfavorable transportation infrastructure and low trading efficiency, many traders have abandoned the market, causing it to be abandoned for many years.
A representative of the Phuc Ly Market Management Board said that although they have repeatedly invited traders and hung signs for kiosks, no one has registered to do business. Previously, the market had been in operation for a short time, but due to unsuccessful revenue, traders have left one by one.
