To achieve double-digit growth, it is necessary to establish a new growth model taking energy transition as the foundational driving force. That is a revolutionary change in the energy supply chain, ensuring sufficient "quantity", high "quality", at the right time and optimal structure. Energy transition also aims to achieve the goal of net zero emissions by 2050.
Energy growth paves the way for economic growth
Usually, for average economic growth of at least 10%, average energy growth of at least 15% is needed. This requires adjusting the energy supply chain structure to ensure sufficient quantity, high quality, on time and optimal structure. This is a revolutionary change in the national energy balance sheet, thereby promoting the shift in industrial structure and other industries. Energy shift is a prerequisite and strategic support for establishing a substantial new growth model.
Each efficient energy shift will create a very large and profound spillover effect. This can significantly impact the market structure, thereby affecting the efficiency of resource allocation for the development of the entire economy. Moreover, the history of world economic development proves that all changes in industrial revolutions begin with changes in the energy system and energy sources used. Energy shifts are associated with revolutionary changes in the energy sector and create revolutionary changes in the entire economy.
The reality of energy development in countries shows that timely and effective energy transition will overcome the situation of development dependence on fossil fuels, causing dependence on the availability of fossil fuels, less investment in breakthrough energy development, reducing long-term development efficiency and even pulling back development. This was once known as the story of the "resource curse" - a profound lesson in energy transition.

Resolution 55 of the Politburo on the National Energy Development Strategy sets a target to increase the proportion of renewable energy sources in the total primary energy supply to 20%, equivalent to 39 million tons of oil equivalent (TOE) by 2030 and increase this index by 1.5 times by 2045, commensurate with the national standard of high average and high income. Attaching importance to investing in new generation energy development. This increases the positive spillover effect of the energy market to other markets throughout the economy.
Power Plan VIII adjusts, the revised Electricity Law, the Law on Energy Saving and Efficiency Use and guiding regulations are issued promptly, creating a synchronous energy development institutional framework, focusing on drastically shifting energy towards sustainability, forming a new development state for all fields, industries, businesses, households and the behavior of each consumer.
Renew motivation from new needs
A series of new needs have emerged from the application of sustainable energy development standards. Sharply reduced demand for fossil fuels such as coal and oil, instead, increased demand for renewable energy and new energy such as solar, wind, hydropower, tidal, biomass, hydrogen, ammonia, and nuclear.
The drastic development of new high-tech industrial systems such as semiconductor, data, artificial intelligence, mechanical engineering, high-tech agriculture and smart services - the foundation for establishing a new growth model directly is the establishment of technology parks, high-tech industries, and sophisticated production complexes, increasing the demand for green energy, requiring the mobilization of diverse resources in land, investment capital, and labor to upgrade energy facilities. This factor contributes to further activating the land, finance, and labor markets - contributing to dynamising the market system in the process of creating value.
At the same time, high demand for export goods with strict standards on energy use, exploitation of recycled raw materials, ensuring low net emissions requires adjusting investment structure, increasing added value in the value chain, changing the energy supply chain structure.
In 2026, Vietnam aims to export goods worth over 500 billion USD, belonging to the group of 20 economies with the largest export turnover in the world, and is increasingly facing many sophisticated technical and non-technical measures applied by importing countries. Certainly, the requirements for green, clean, and sustainable energy are fully and clearly set out and can be seen as a compliance cost barrier. Competitive pressure and retaining export customers, especially with partners of 17 Free Trade Agreements signed to expand and continuously diversify the market, requires very high proactiveness and initiative in building a full and solid new generation energy supply chain.
Upgrading the supply base of renewable energy and new energy along with modernizing the new generation energy infrastructure increases the demand for investment in research and development of strategic technology and strategic technology products. At the same time, investing in model innovation and innovation of the network of organizations operating and trading new energy shifts towards streamlining, digitizing, high efficiency, effectiveness and efficiency, increasing the motivation to adjust the supply chain structure towards optimization.
The emergence of new demand both domestically and internationally, promotes the increase in aggregate demand of the economy. The driving force from new demand contributes to stimulating aggregate demand, creating a basis for energy corporations and establishments to expand business scale and improve efficiency.
Adding new impetus from new supply chains
Energy transition promotes the improvement of existing supply chains along with building new supply chains to prevent energy shortages in the process of continuously implementing double-digit growth throughout the 2026-2030 period and the following years. Reducing the scale and proportion of fossil fuels such as coal and oil, increasing the scale and proportion of new energy must require improving existing energy supply chains along with building new supply chains. For example, it is necessary to improve E10 gasoline blending stations, build ethanol supply facilities, build ethanol import chains with storage stations of scale suitable to demand. In addition, it is necessary to invest in building storage facilities for liquefied natural gas (LNG).
The development of offshore, near-shore and onshore solar and wind power supply facilities, small-scale nuclear power facilities and other new energy types diversifies supply sources, requiring changes in energy supply chains in an appropriate direction. Therefore, it is necessary to adjust and continue to upgrade energy planning to suit the speed and scale of the shift, improve the system of industry-wide standards and technical regulations, and add new standards such as economy - society - governance (ESG), carbon credit market, green classification standards and a roadmap for net zero emissions to 2050 suitable for industries, corporations, businesses and stakeholders.
Shift the energy supply chain in line with world trends to exploit investment sources, organizational models, good policy practices and valuable business strategies from international partners. According to the International Energy Agency (IEA) Report, total clean energy investment in 2025 reached 2,200 billion USD. Total installed capacity of renewable energy reached nearly 50% and electricity from solar, wind, and hydropower exceeded electricity production from coal. This shows that Vietnam's energy transition is in the right direction. This is also an important basis for effective energy cooperation with countries in the region such as with China and the ASEAN countries.
The new supply chain requires economical and efficient energy use, accordingly, investing in innovating energy machinery and equipment used for a fairly long time, consuming a lot of energy, increasing net emissions to both overcome tangible and intangible wear and tear, promoting investment in research and development of machinery and equipment belonging to the new energy industry, high capacity, low fuel and energy consumption. This creates motivation for the development of the mechanical engineering industry to manufacture smart, compact, sophisticated energy equipment, develop supporting industries, repair, maintenance, replacement, develop modern logistics systems, scientific and optimal energy distribution and transmission networks, contributing to adjusting the internal structure of the energy industry, optimizing supply capacity and fully promoting the potential of facilities in the industry, developing science and technology in the industry, innovation and digital transformation.
Promoting the new comprehensive driving force of sustainable energy ecosystem
Energy transition is essentially building a sustainable energy ecosystem, promoting the establishment of a new growth model, creating a foundational momentum for double-digit growth in the era of reaching out. By 2030, Vietnam's GDP scale may reach 1,000 billion USD, so it is necessary to accelerate the transition of energy structure to serve the unprecedented development goals. The ecosystem includes new needs, new supply, synchronous models, efficient operating mechanisms and ensures that energy becomes a solid support, unconditionally serving the increasing energy needs of all industries, sectors, businesses, households, households and each citizen in the new growth model.
Creating effective new driving forces comes from renewing strategic development needs. The need to increase the scale of production - business, exports in a green, clean, low-emission and sustainable direction, the need to improve the quality of physical and spiritual life, the need to use resources effectively inside and outside the industry requires a method of analyzing and identifying needs fully, acting as a support to expand the total demand of the energy industry. The larger the total demand, the more resources mobilized, the industry scale is expanded to the optimal level, the industry's contribution to GDP growth is greater. This total demand is increasingly associated with the trend of proactive, positive, deep and substantial integration, accordingly, the total demand for new energy is increasing and the advantage in scale is increasing.
Decisively restructure the energy supply chain to meet increased aggregate demand. Accordingly, it is necessary to continue to improve industry development planning, minimize the number and scale of fossil fuel supply facilities, and increase the capacity to supply green, clean, new, renewable, and sustainable energy sources. It is necessary to develop national industrial - technology, financial, and energy business corporations to master strategic technology and strategic technology products in the energy industry, with strategic and effective development strategies and models along with a system of diverse supporting enterprises, a large network sufficient to fully supply all kinds of sophisticated machinery and equipment. This requires perfecting effective trade and industrial policies, both conditional, timely and selective protection of energy facilities, and encouraging self-sufficiency in supplying renewable energy and new energy, forming "leading cranes in green, clean, and sustainable energy" in the industry, and at the same time, opening up the industry according to commitments to add motivation for international competition, learning and receiving technology, perfecting development institutions and new governance models, but it is necessary to build a clear and scientific system of standards and regulations. Financial incentive mechanisms, investment, tax exemption and reduction, interest rates, procedures and business conditions, human resources and consulting, information and connections need to be developed and maximized.
It is necessary to ensure effective companionship between the state and energy industry enterprises in energy transition, in which the state needs to improve the energy development institution in the direction of ensuring new energy development one step ahead to be a reliable and solid support for other industries, strategies, planning, legal regulations and operating apparatus need to be the most effective conditions to ensure development. Have solutions to narrow the proportion and scale of fossil fuels, form a transition market to both combine attracting specialized fossil fuel enterprises to transform into specialized enterprises in new and renewable energy. The energy price mechanism and administrative procedures, the mechanism to ensure benefits and share risks between parties need to be ensured to be public, fair and transparent.
In the context of Vietnam aiming for double-digit economic growth, ensuring energy security and promoting energy transition becomes an urgent requirement. This is not only a solution to implement emission reduction commitments, but also an important driving force to promote growth, improve competitiveness and attract green investment capital flows.
In order to create a multi-dimensional exchange forum between management agencies, experts, scientists and the business community, Lao Dong Newspaper in coordination with the Ministry of Industry and Trade organizes the Workshop "Energy Transition - Motivation for Two-digit Growth Goals" at 2:00 PM on June 9, 2026 at the Headquarters of Lao Dong Newspaper, No. 6 Pham Van Bach, Cau Giay, Hanoi.
