To the west of the city, along National Highway 10, a strip of industrial parks has also been formed such as Trang Due, An Duong Industrial Park, and Japan - Hai Phong Industrial Park with an area of over 738 hectares, connecting Hai Phong with Thai Binh and Nam Dinh provinces.
Up to now, the above-mentioned development areas, especially Dinh Vu - Cat Hai Economic Zone, have been constantly developing; after 30 years, they have become an important driving force in the socio-economic development of the city and the entire Red River Delta with a total FDI capital attraction of 33.6 billion USD, contributing 86% to the city's total exports; the occupancy rate reached about 85%.

Therefore, the above mentioned Eastern, Northern and Western regions do not have much land left for development, the remaining area is mainly reclaimed land, interspersed land, and is currently facing many difficulties.
Meanwhile, the South of the city - including Tien Lang, Vinh Bao, Kien Thuy, An Lao districts and part of Do Son district - is still a low-lying area for industrial and service development, but has many potentials and advantages such as: large, flat land fund, favorable for the development of industrial parks, modern urban areas, and especially the possibility of building Nam Do Son deep-water transit seaport, international airport in Tien Lang; together with the system of highways, railways, and waterways, it forms a multi-modal connection center for the entire Northern region.
For those reasons, on December 4, 2024, the Prime Minister issued Decision No. 1511/QD-TTg on the establishment of the Southern Hai Phong Coastal Economic Zone with a scale of about 20,000 hectares, including Tien Lang district of about 9,500 hectares, Vinh Bao of about 2,800 hectares, Kien Thuy of about 4,200 hectares, An Lao of about 600 hectares, part of Do Son district of about 80 hectares, and about 2,820 hectares of sea encroachment, with a current population of about 125,000 people.
“This is not just an economic zone, but also a symbol of Hai Phong City's aspirations to rise, a space of the future, where the quintessence of science and technology, innovation and sustainable development will converge” - Head of Hai Phong Economic Zone Management Board Le Trung Kien said.
The Southern Coastal Economic Zone of Hai Phong is expected to develop with more than 3,000 hectares of seaport with a length of 12 km, more than 4,000 hectares of industrial land, 1,800 hectares of urban land and over 1,000 hectares of Free Trade Zone. The total investment is expected to be about 8 billion USD by 2030; by 2040, it will attract about 40 billion USD in investment, import and export will reach over 70 billion USD, attract 400,000 workers, and create accommodation for over 500,000 people.

At the conference, Hai Phong City requested the Government to continue to pay attention, direct and create favorable conditions for Hai Phong in the process of implementing the economic zone, especially in issuing specific mechanisms and policies to attract investment; at the same time, direct the early implementation of investment in the construction of key projects with important roles such as the Lao Cai - Hanoi - Hai Phong high-speed railway.
