The decision was issued by Mr. Pham Nhat Tuan, Director of Bac Ha Regional Medical Center, KANKA Joint Stock Company, located at No. 26/16 Ly Chinh Thang Street, Tan An Ward, Can Tho City, violated the provisions of the law on bidding in the process of selecting contractors to implement the bidding package to purchase generic drugs to serve the unit's medical examination and treatment activities.
Specifically, the contractor was identified as violating the provisions of point a, clause 1, Article 20 of Decree No. 214/2025/ND-CP dated August 4, 2025 of the Government detailing a number of articles and measures to implement the Law on Bidding on contractor selection.
According to this regulation, the violation is that the contractor does not conduct or refuses to compare documents; or has compared documents but refuses or does not sign minutes of document comparison during the validity period of the bid dossier, proposal dossier when requested for comparison by the procuring entity.
On that basis, the Bac Ha Regional Medical Center decided to apply the form of handling of publicizing the names of violating contractors on the National Bidding Network System.
According to public information on the National Bidding Network System, the violation of KanKa Joint Stock Company occurred during the participation in Package No. 1: Purchasing generic drugs (125 parts) to serve the medical examination and treatment of the Bac Ha Regional Medical Center in 2026-2027 (12 months).
The bidding package belongs to the contractor selection plan with code PL2600060982, invested by Bac Ha Regional Health Center.
This is a goods package organized in the form of open bidding, one-stage one-bag bidding method. The bid closing and opening time takes place on April 9, 2026.
