The project and documents for establishing the Da Nang Free Trade Zone will be sent to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister to issue a Decision on establishment.
This is one of the contents of Decision No. 1088/QD-TTg dated October 2, 2024 signed by Permanent Deputy Prime Minister Nguyen Hoa Binh, assigning tasks to implement Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.
The Decision clearly states that in December 2024, the People's Committee of Da Nang City will complete the project and dossier to establish the Da Nang Free Trade Zone, send it to the Ministry of Planning and Investment for appraisal and submit it to the Prime Minister to issue a Decision on establishment.
In the fourth quarter of 2024 - the first quarter of 2025, the Ministry of Planning and Investment will preside over the appraisal and submit to the Prime Minister for issuance of a Decision on the establishment of the Da Nang Free Trade Zone.
The People's Committee of Da Nang City prepares a draft dossier of the Prime Minister's Decision on adding the management function of the Da Nang Free Trade Zone to the Management Board of the Da Nang High-Tech Park and Industrial Zones, and sends it to the Ministry of Home Affairs for appraisal. In the fourth quarter of 2024, the Ministry of Home Affairs must complete this appraisal.
The Ministry of Finance is in charge of issuing documents regulating customs procedures; customs inspection and supervision of goods brought into and out of the Da Nang Free Trade Zone.
At the same time, issue documents regulating and guiding the application of priority regimes in customs procedures, customs inspection and supervision of export and import goods of enterprises in the Da Nang Free Trade Zone.
The Ministry of Industry and Trade is researching and authorizing the Management Board of High-Tech Parks and Industrial Parks to issue Certificates of Origin for goods produced in functional areas of the Da Nang Free Trade Zone.
Currently, Da Nang city is actively implementing assigned tasks to soon realize Resolution 136 of the National Assembly on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
Mr. Nguyen Van Quang - Secretary of the Da Nang City Party Committee - said: "The Party Delegation of the City People's Council proactively coordinates with the Party Executive Committee of the City People's Committee to direct the issuance of resolutions under the authority of the City People's Council on the implementation of Resolution No. 136 of the National Assembly and must be completed in the fourth quarter of 2024.
Currently, according to initial statistics of the Party Delegation of the City People's Council, it is expected to issue about 40 resolutions. Because Resolution 36 assigns the main authority to the City People's Council to issue resolutions to specify, not to mention decisions, then decrees under the authority of the Government and the Prime Minister".
At the forum "Connecting Enterprises 2024" organized by Lao Dong Newspaper, the Management Board of Da Nang High-Tech Park and Industrial Parks on October 9 in Da Nang, Da Nang city leaders will introduce this Free Trade Zone model to businesses and investors.
