Decree 58/2025/ND-CP guiding the Electricity Law on the development of renewable energy and new energy power stipulates that when people and businesses install rooftop solar power systems, regardless of whether they are connected to the grid or not, they must notify/register with the competent authority.
According to statistics from the Electricity Group (EVN), since 2000, about 1,300 MWps of rooftop solar power have been installed but have not sold to EVN, of which most households have not notified/registered with the authorities. This leads to difficulties in forecasting, managing, and operating the national power system safely and many sustainable power development goals.
To overcome the above problems, avoiding consequences related to fire and explosion and technical factors that pose risks to the power system, EVN has recently proposed that there should be sanctions for administrative violations for failure to notify/register when installing self-distributed self-produced rooftop solar power.
According to Mr. Nguyen Ba Hoai, Deputy Head of the renewable Energy Organization (NSMO), registering for rooftop solar power will bring many benefits. It is not only providing technical data, but also unifying information between management - operation - distribution stages. When there is synchronous data, all levels of regulation from the country, region to locality can coordinate to develop an operation plan, handle incidents, adjust when the load is changing, helping the national regulation system operate the system more flexibly and effectively.
From an expert's perspective, Dr. Ha Dang Son said that the current market for solar power equipment is very diverse, the quality of products such as optical panels, equipment systems, and conductors is different, even floating goods, poor quality; services and experiences of suppliers are also different. Therefore, registering information with the management agency will help control the quality of goods; avoid potential risks of fire and explosion incidents, affecting households themselves; assign responsibility when an incident occurs; in addition, construction safety work, technical safety of the power grid, electricity quality...
"The benefits of registering for a rooftop solar power system are not only for each household, ensuring safety and investment efficiency but also for the national power system and society. This is an important step to form a market for services and goods to be standardized, helping management agencies easily monitor, inspect, and handle incidents Dr. Ha Dang Son emphasized.
On the local side, Mr. Hoang Duc Tien, Deputy Director of the Department of Industry and Trade of Tuyen Quang province, said that in the near future, the Department of Industry and Trade will direct and coordinate with the local electricity sector to disseminate and propagate to people about policy mechanisms as well as regulations on rooftop solar power so that people and businesses know and implement.
Mr. Tran Hoai Trang - Deputy Director of the Electricity Department (Ministry of Industry and Trade) affirmed that immediately after the Laws and Decrees were issued, the Ministry held conferences to announce them, both in person and online; and issued circulars to guide implementation.
"In the current context, with the two-level government model, the role of local specialized agencies, especially the Department of Industry and Trade and the Commune-level Economic - Infrastructure Department, has become very important. Therefore, when receiving documents from the Central Government, the Department of Industry and Trade needs to thoroughly grasp and guide the commune level to disseminate them to the people" - Mr. Trang also suggested.
