Reducing processing time to 2 working days
The Ministry of Finance is seeking opinions on the draft Circular on the provision and use of specialized electronic signature certification services of State Bank.
According to Clause 5, Article 10 of the draft, the time for resolving the extension or change of the content of the electronic signature certificate withdrawal is from 03 days to 02 working days from the date of receiving a complete and valid dossier.
In case the application is invalid, the Department of Information Technology (State Bank - SBV) will refuse to process it and state the reason within 01 working day (reduced from 02 days as currently prescribed).
After receiving the extension approval notification, users will follow the instructions to activate and extend the electronic certificate on the State Bank Electronic Information Portal.
Currently, Article 6 of Circular 28/2015/TT-NHNN stipulates that the processing time is 03 days for valid documents and 02 days for invalid documents.
According to the Ministry of Finance, the proposal to reduce the time is feasible because the certificate and user information has been saved in the system, and the file does not require additional documents, so the inspection time is shortened.
Supplementing cases of changes in certificate content
In addition to shortening the time, Clause 3, Article 10 of the draft also adds cases of changing information of electronic signature certificates, including:
Change of title and position;
Change contact information (address, email, phone number, passport);
Change the working department but not the branch unit. If the branch unit is changed, the certificate at the old unit must be revoked and a new certificate must be issued if needed;
Changes in information due to the implementation of the arrangement of the state apparatus and the arrangement of administrative units.
The State Bank of Vietnam Information Technology Department will send a notice to the subscriber management organization and update the certificate information according to regulations.
