Speaking at the opening ceremony, Mr. Dang Hong Anh - Vice Chairman of the Vietnam Youth Federation, Chairman of the Vietnam Young Entrepreneurs Association, Chairman of the Vietnam Private Sector Forum 2026 - said that the forum is organized with the overarching theme "Institutional Breakthrough - Public-Private Partnership", institutional breakthrough is to make businesses spend less time due to procedures, reduce costs due to barriers, and reduce risks due to lack of clarity in regulations.
Public-private partnership is for the government not to go alone, businesses not to fend for themselves alone, associations not only play a role in connecting forms, but also together form a more substantive development ecosystem.
In that ecosystem, the government creates the environment; businesses create products, jobs and added value; Associations create bridges; experts provide knowledge; universities provide human resources; technology opens up new operating methods; while young people and startups are the forces that test the newest and most flexible models.
Vietnam is entering a new stage of development with high requirements for growth model innovation, science and technology development, innovation, digital transformation and institutional improvement.
In that context, the private economic sector is facing unprecedented development opportunities, but to effectively utilize these opportunities, it is necessary to continue to promote institutional reform, improve the quality of the investment and business environment, promote public-private partnerships and strengthen linkages between businesses.
VPSF 2026 should not only stop at reflecting difficulties and proposing to remove obstacles, but must take another step, turning the voice of businesses into data for the policy-making process; turning practical issues from localities into reform suggestions at the national level. At the same time, build a regular, substantive and responsible public-private dialogue mechanism.

At the forum, delegates focused on many key issues related to the development of the private economic sector in the new context.
In which, it emphasizes the role of science and technology, innovation and digital transformation in forming new growth drivers, improving the competitiveness of businesses and building an innovative startup ecosystem in Hai Phong.
In addition, many opinions focused on analyzing the opportunities and challenges posed to the local business community in the face of institutional breakthrough requirements, promoting public-private partnerships and innovating growth models.
At the same time, propose solutions to improve the investment and business environment, unlock resources and create more favorable conditions for business development.
From the business perspective, the speakers also shared many practical lessons on the journey of starting a business, building a brand, standardizing the management system, developing human resources and expanding business models, thereby contributing to improving the competitiveness and adaptability of businesses in the context of an increasingly volatile market.
At the dialogue session, discussions focused on 4 key groups of issues including: institutional breakthroughs to improve the investment and business environment; development of strategic infrastructure to serve growth; promoting digital transformation, green transformation to improve competitiveness; and strengthening public-private partnerships to unlock resources for development.
With a spirit of frank, open and substantive dialogue, the delegates exchanged and analyzed difficulties and obstacles from the reality of production and business activities, and at the same time proposed many feasible solutions, putting businesses at the center and aiming for the goal of sustainable private economic development in the new period.
Within the framework of the forum, the Organizing Committee launched the Hai Phong City Youth Startup Program 2026, with a focus on the "Seeding Hai Phong Startup" Contest. The program is jointly implemented by the Hai Phong City Youth Union, the Vietnam Youth Federation of Hai Phong City and the Hai Phong Young Entrepreneurs Association.
