"Currently, we only manage assets, not reinvest them, put them into use because the assets have also degraded and are seriously damaged. In addition, it is said that there will be an ecological investment project there soon, so it is expected to be reclaimed for implementation, so if we do not invest in it anymore, there will be more problems, Mr. Ngoc shared.
On April 10, the People's Committee of Ha Tinh province issued Decision No. 747 on the revocation of Decision No. 1731 dated July 21, 2023 of the Chairman of the Provincial People's Committee on the revocation of public assets due to voluntary return of assets to the State for the Xuan Pho Experimental and Breeding Farm Project.
Attached to Decision 747 is the content of assigning the Agricultural Extension Center of Ha Tinh province the responsibility for managing and using these houses and land assets.
Early "death"
The experimental aquaculture and breeding farm in Ninh Hoa village, Xuan Pho commune has an area of 4 hectares. Including an experimental farming area of nearly 2.9 hectares and a breeding area of more than 1.1 hectares.
The above project is invested by the Ha Tinh Province Agricultural Extension Center, built in 2007 with a budget of 8 billion VND from the state budget.
The goal is to research, apply and transfer aquaculture production technology and conduct experimental farming of original and new varieties, including experimental shrimp farming on sand.
In addition, the farm also disseminates scientific and technical advances in aquatic breeds, combined with training and technical training for farmers. However, the project was disappointing early after being leased out many times.
Mr. Hoang Xuan Kien - Officer of Ha Tinh Agricultural Extension Center said that the experimental aquaculture and breeding farm Xuan Pho was put into operation in 2012 after completing the investment and construction.
However, due to no longer being granted a budget to continue operating, in 2013, Ha Tinh province decided to lease it to Thong Thuan - Ha Tinh Company Limited to raise white-leg shrimp seeds, train breeding techniques and organize fish promotion activities to serve farmers.
In 2015, Thong Thuan - Ha Tinh Company Limited moved to another place to invest and hand over the Experimental Farm to the Ha Tinh Agricultural Extension Center.
In September 2015, with the permission of Ha Tinh province, the Agricultural Extension Center leased to Fineton Development Company Limited (China) for a period of 5 years to produce catfish, purple carp and aquatic products of high economic value.
Fineton Company is given a preferential rental fee exemption for the first 3 years, and must pay 297 million VND/year in the remaining 2 years.
After receiving the project, Fineton Company repaired and re-applied some facilities. However, it has not been put into production.
In 2017, the Department of Planning and Investment of Ha Tinh decided to terminate the investment project of Fineton Company at Xuan Pho Experimental and Seafood Seed Production Farm.
According to the contract term, Fineton Company ended in September 2020. After that time, the Agricultural Extension Center has repeatedly invited the company's representative to work, re-evaluate assets and liquidate contracts. However, most of the company did not cooperate or could not reach an agreement even if they worked.
Therefore, since December 2020, Ha Tinh Agricultural Extension Center has filed a lawsuit against Fineton Company in court requesting the refund of 594 million VND for the farm rental (2 years); Returning the facility, if the site and facilities are not returned, the Center must pay more than 3.97 billion VND. The total of both payments is more than 4.56 billion VND.
According to Mr. Hoang Xuan Kien, the lawsuit was unsuccessful due to Fineton Company's lack of cooperation. After that, the Agricultural Extension Center of Ha Tinh province unilaterally terminated the contract.
On July 21, 2023, the People's Committee of Ha Tinh province issued Decision No. 1731 to revoke this Project.
