Accordingly, in the period of 2016 - 2020, in Ha Tinh province, there are 3 solar power plant projects approved to supplement the power development plan. However, up to now, only 2 investment and construction projects have been completed and put into operation. These are the Cam Hoa Solar Power Plant Project (now Yen Hoa commune, Cam Xuyen district) with a capacity of 49MW in commercial operation since June 2019 and the Cam Hung Solar Power Plant Project (Cam Xuyen district) with a capacity of 29MW in commercial operation since December 2020.
The Son Quang Solar Power Plant Project (now Quang Diem Commune, Huong Son District) with a capacity of 29MW was approved by the Ministry of Industry and Trade to adjust and supplement the Ha Tinh Province Power Development Plan for the period 2016 - 2025, although it has not yet been invested in construction until 2035.
The reason is that the investor has not completed the procedures for agreeing to connect with the management and operation unit; did not transfer funds for the locality to pay for site clearance to implement the project.
Currently, this project is not included in the planning list, the approved power plan VIII implementation plan.
Also according to the report of the Department of Industry and Trade, in the past, Ha Tinh did not submit for approval additional solar power projects without a basis or legal basis for planning.
In Ha Tinh, there are also no solar power projects with shortcomings or violations related to land procedures such as: Starting a project without being allocated/leased land by competent authorities; building a project on protective natural forest land and protective plantation forests; the project is not suitable for the national mineral reserve area; not yet changing the land use purpose...
The acceptance of construction works for the Cam Hoa Solar Power Project and the Cam Hung Solar Power Project has been fully implemented in accordance with the provisions of law.
Regarding the rooftop solar power project (built on agricultural and forestry land with a large capacity under the farm model), the review process shows that agricultural farm projects are suitable for land for farming and farming.
The rooftop solar power systems have completed procedures for construction safety, fire prevention and fighting safety according to regulations.
