According to the report of the City People's Committee Party Committee, the scope and boundaries of the Southern Hai Phong Coastal Economic Zone are the entire Hung Thang commune, Chan Hung commune and part of the communes: Nghi Duong, Kien Hung, Kien Hai, An Hung, Tien Minh, Nguyen Binh Khiem, Vinh Am, Nam Do Son.
In terms of population size, the current population in 2025 is about 132,632 people; the population is forecast to be about 195,000 people by 2035; the population is forecast to be about 350,000 people by 2050. The planning area is about 20,000 hectares. The planning period is short-term planning until 2035, long-term planning until 2050.
The planning aims to build the Southern Hai Phong Coastal Economic Zone in line with the Vietnamese marine development strategy; to concretize new goals, tasks and solutions, and orientations in the Resolutions and policies of the Party, the National Assembly, the Government and especially the National Industry Planning (road, seaports, aviation, marine space...) and the Red River Delta Planning and other relevant planning.
Investing in the construction of the South Hai Phong Coastal Economic Zone will become the city's main economic growth driver; a center of the marine economy, creating development momentum for the Red River Delta and the Northern coastal region. The Southern Coastal Economic Zone will synthesize many sectors according to the model of an Economic Zone applying advanced technology in the world, with a modern, green, and smart economic infrastructure, technical infrastructure and social infrastructure system. Along with that, closely combine economic development goals with preserving and promoting the value of marine ecosystems and historical and cultural relics in the area, ensuring security and defense. Planning is the legal basis for implementing zoning plans, detailed plans for functional areas and construction investment projects.
At the conference, the City Party Committee considered giving opinions on the main goals, directions and tasks of the Southern Coastal Economic Zone Master Plan of Hai Phong to 2050; and agreed to approve the Southern Coastal Economic Zone Master Plan of Hai Phong to 2050.
