On December 8, the People's Council of Hung Yen province, term XVII, 2021 - 2026, solemnly opened the 34th Session - Special Session at the end of 2025 to evaluate the results of implementing socio-economic development tasks in 2025; directions and tasks in 2026; consider and decide on many important contents under its authority.
In his opening speech, Mr. Tran Quoc Van - Chairman of the Provincial People's Council emphasized that 2025 is a pivotal year with a particularly large workload after Hung Yen and Thai Binh provinces officially merged.
Thanks to the close leadership of the Provincial Party Committee, the sense of responsibility of the team of cadres, civil servants, public employees, the efforts of businesses and the consensus of the people, the province has overcome many difficulties, maintained growth in most areas, improved the investment environment, accelerated procedures for new industrial parks, ensured social security, national defense - security, and improved the material and spiritual life of the people.
To achieve a quality Session, the Chairman of the Provincial People's Council suggested that the delegates focus on comprehensively assessing the results in 2025 and deeply discussing the socio-economic goals for 2026. The indicators of GRDP, budget revenue, public investment, high-tech industry, digital transformation, education, healthcare, etc. must be both determined and feasible, creating a strong change in the economic and governance structure of localities.

The session also prioritized the consideration of the 2026 public investment plan for regional linkage infrastructure, transportation, seaports, logistics, urban - industrial wastewater treatment, schools, healthcare and civil works. The Chairman of the Provincial People's Council noted to improve the quality of questioning, enhance accountability, require clear answers, have a roadmap, avoid responsibility, and closely monitor commitments.
The report at the Session stated that in 2025, the total product in the area will reach VND166,106 billion, an increase of 8.78% compared to 2024; the total production value is estimated at VND633,434 billion; export turnover will reach 11,968 million USD, an increase of 15.1%. Local budget revenue reached VND 82,122 billion. Investment, education, healthcare, science and technology, culture, sports and social security have all changed positively; the poverty rate has decreased to 0.9%.
In 2026, Hung Yen aims for GRDP to increase by 10 - 10.5%, reaching VND 360,000 billion, GRDP per capita of VND 110 million; production value to increase by 12-12.5%; budget revenue to VND 84,250 billion; urbanization rate of 37.2%.
The province proposes key solutions including building a modern industrial province, developing a smart urban system, high-tech agriculture, improving the quality of education and training, digital transformation, improving digital government, developing culture, ensuring social security and key infrastructure.
At the session, the Provincial People's Committee submitted to the People's Council for consideration, comments and approval of many important submissions, reports and draft resolutions, creating a legal basis for implementing socio-economic development tasks in 2026 and the 2026 - 2030 period.
