Lam Dong reports backlog of projects criticized by Prime Minister

Lam Dong - Lam Dong province has reported 3 backlogged projects due to difficulties and obstacles. Previously, the province was criticized by the Prime Minister for late reporting.

On February 13, Lam Dong Provincial People's Committee sent a document to the Government Office reporting on pending and suspended projects in the area.

Accordingly, Lam Dong has 3 pending projects including the investment project to build the western bypass of Bao Loc city; the project to build Ta Hoet reservoir; and the project to build Dong Thanh reservoir.

In particular, the project to invest in building the western bypass of Bao Loc city was approved by Lam Dong Provincial People's Committee in 2011, with a total investment of 1,248 billion VND. The project's goal is to transport aluminum bauxite from Tan Rai mine (Bao Lam district, Lam Dong) to National Highway 20.

In 2015, the project was allocated 55 billion VND from the central budget to carry out site clearance. In 2016, the project was implemented but then stopped because the central government had not allocated more capital.

According to Lam Dong Provincial People's Committee, the investment project to build the western bypass of Bao Loc city is not yet included in the list of medium-term public investment plans for the period 2021-2025 of the central budget, so there is no basis for continuing to allocate capital.

Therefore, Lam Dong Provincial People's Committee proposed the Government to approve the policy of stopping the project. At the same time, assign the investor to prepare documents and submit for appraisal and approval of the final settlement for the work that has been done.

The Ta Hoet reservoir project (Duc Trong district, Lam Dong) has been approved by the Provincial People's Committee for the contractor selection plan. However, the project is facing difficulties due to the people's disagreement with compensation and site clearance.

Recently, the construction unit carried out some traffic and power lines of the Ta Hoet Reservoir Project but was obstructed by local people. Therefore, the project is currently suspended.

The Dong Thanh reservoir project (Lam Ha district, Lam Dong) was allocated over 494 billion VND by the Central Government, with the implementation period from 2020 to 2024. Currently, the total disbursed capital of the project is 334.7 billion VND. However, due to the impact of the landslide incident in July 2023, the main items of the project had to be temporarily suspended.

According to Lam Dong Provincial People's Committee, the survey and determination of the cause of landslides at Dong Thanh Reservoir Project is expected to be completed next April.

Previously, implementing the Prime Minister's direction, the Ministry of Planning and Investment issued a document requesting ministries, central agencies, People's Committees of provinces and cities to send reports on projects with problems and difficulties. The deadline for sending reports to the Ministry of Planning and Investment is before January 20, 2025.

However, after the prescribed time, 30 localities (including Lam Dong) and 9 ministries and central agencies have not yet submitted reports.

Prime Minister Pham Minh Chinh has criticized and requested ministries and 30 localities that have not yet submitted review reports to clearly identify individual responsibilities. At the same time, urgently submit a report to the Prime Minister before February 15. In case of delay, the Government Inspectorate will inspect and handle according to regulations.
