On April 25, Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province confirmed that he had directed the Department of Finance and the Management Board of Quang Tri Economic Zone to carry out procedures to terminate the investment policy in accordance with the provisions of law for 5 wind power projects.
5 wind power projects proposed to terminate investment policies include Quang Tri 1 TNC project (50MW), Quang Tri 2 TNC (50MW), Huong Linh 5 (30MW), Huong Hiep 2 (30MW) and Huong Hiep 3 (30MW).
The above wind power projects have been granted investment policy decisions by the Provincial People's Committee, and have been approved by investors since 2021 and have adjusted investment policies. In particular, investors proposed to extend the progress and the project implementation progress is now overdue. For example, the Huong Linh 5 and Huong Hiep 2 wind power plant projects, Huong Hiep 3 projects have exceeded their investment period by more than 36 months.
In particular, all 5 projects mentioned above have not yet deposited investment guarantee funds.
In Quang Tri province, there are currently 20 wind power projects put into operation for power generation and commercial operation with a total capacity of 742.2MW. In addition, 1 project has completed construction and is completing related procedures to put into commercial operation (Huong Linh 4 - 30MW) and 10 projects with a total capacity of 394MW have been approved by competent authorities for investment policy and are under investment implementation.
Of the 10 projects under investment, 6 wind power plant projects are behind schedule, including: LIG Huong Hoa 2; TNC Quang Tri 1; TNC Quang Tri 2; Huong Linh2; Huong Hiep 2; Huong Hiep 3.
In addition to 5 projects that are behind schedule and are proposed to carry out procedures to terminate investment policies, LIG Huong Hoa 2 Wind Power Plant is required to report specific roadmaps and plans for departments to grasp the implementation progress, have clear commitments with the province to have a basis for guidance and handling difficulties and problems.
According to the Department of Industry and Trade of Quang Tri Province, the current planning of VIII electricity allocates wind power to accumulated province by 2030 of 1,800MW and the VIII power planning adjustment of the capacity increased by 560MW. In order to ensure the completion of the planning work for wind power sources until 2030, Quang Tri province will put into operation to ensure the allocated capacity, so it is necessary to have specific assessments on the capacity of investors for projects. In case the projects are prolonged, it is necessary to do the procedures to terminate the investment policy or it will affect the development of the province and the investment environment.
