An industrial park in Ca Mau of over 410 hectares, built for 7 years but still not in operation

Ca Mau - That is the High-tech Agricultural Zone for shrimp development in Bac Lieu, Hiep Thanh Ward, Ca Mau Province.

The Bac Lieu High-Tech Agricultural Zone for shrimp development has an area of 418 hectares, started in 2018 and is still unable to operate despite an investment of hundreds of billions of VND.

The project has completed the infrastructure in phase I, the provincial budget is 175 billion VND, including the following items: Road system, power system; water supply and drainage canals, gates, fences... and is implementing the construction of phase II infrastructure with 194 billion VND, the budget of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment).

This industrial park was built 7 years ago, but has not been able to operate yet. The reason is due to problems with unique names: Industry is not industrial, agriculture is not, high technology is not allowed, entangled in the mechanism of granting land use right certificates, land lease, so although the demand of enterprises is high, entering the Industrial Park has not been granted land, land lease...

To soon operate effectively, in 2020, the People's Committee of Bac Lieu province (old) organized a Council for selecting investment projects in the area, focusing on 4 areas: Farming process and auxiliary equipment; shrimp breeding production; research and production of feed and microorganisms. As a result, 9 projects have been selected to participate in the investment and performance.

However, currently, the High-Tech Agricultural Zone for shrimp development in Bac Lieu is facing some difficulties and problems in infrastructure construction, land management and use, and management board operating mechanisms...

Faced with these difficulties, on July 20, Vice Chairman of the People's Committee of Ca Mau province Le Van Su inspected the situation and had a working session with relevant parties.

At the meeting, Mr. Su emphasized: The Bac Lieu High-Tech Agricultural Zone for shrimp development has received special attention from the Central Government and is expected to become the leading ship in the shrimp industry of the country. Therefore, it is necessary to overcome difficulties soon to ensure effective operation.

Regarding the organizational apparatus, the Vice Chairman of the Provincial People's Committee agreed to rebuild the Project on organizational apparatus and job positions to comply with current regulations. In particular, attention must be paid to ensuring sufficient capacity to perform assigned tasks in the context of streamlining the apparatus.

The Vice Chairman of the Provincial People's Committee noted that the Management Board should urgently develop a specific plan for the tasks from now until the end of the year. Contents that can be implemented immediately need to be prioritized in the plan, after receiving full opinions from relevant agencies to ensure feasibility when implementing.

On May 24, 2017, the Prime Minister issued Decision No. 649/QD-TTg establishing and promulgating the regulations of the Bac Lieu Shrimp Development High-Tech Agricultural Zone with a scale of 418 hectares. The project has a total investment of more than VND 3,217 billion. In 2018, the old Bac Lieu province officially held a groundbreaking ceremony for construction.
