Previously, the investor of Huong Linh 3 Wind Power Plant project (Huong Linh commune, Huong Hoa district, Quang Tri province), Huong Linh 3 Wind Power Joint Stock Company, had a dossier to register to contribute capital, purchase shares and contributed capital from foreign investors.
The unit applying for capital contribution to the above project is Huong Linh Clean Energy Development Joint Stock Company, with shareholders who are foreign enterprises and Chinese nationality, with a contributed capital of VND 256.6 billion (accounting for 61.3% of the total charter capital of Huong Linh 3 Wind Power Joint Stock Company).
After receiving the above dossier, the competent authorities of Quang Tri province have asked for opinions from sectors, localities and legal regulations and then submitted it to the People's Committee of Quang Tri province for consideration and direction.
In addition to the Huong Linh 3 Wind Power Plant project, the People's Committee of Quang Tri province is also considering the policy of contributing capital, purchasing shares, and contributed capital from foreign investors to Hai Anh - Quang Tri Power Joint Stock Company.
Hai Anh - Quang Tri Phong Dien Joint Stock Company is the investor of the Hai Anh Wind Power Plant project (Huong Phung commune, Tan Thanh and Lao Bao town, Huong Hoa district). According to the proposed information, investor SHizEN singapore Holding 01 PTE LTD, a shareholder of a foreign enterprise with Singaporean nationality, wants to contribute VND 17.5 billion (accounting for 5% of the total charter capital of Hai Anh - Quang Tri Phong Dien Joint Stock Company).
In addition to the two wind power projects mentioned above, the People's Committee of Quang Tri province is also considering proposing to contribute capital, buy shares, and capital contributions to Gio Thanh Energy Joint Stock Company (investor of Gio Thanh 1 Solar Power Plant project, Gio Hai commune, Gio Linh district, Quang Tri province).
In this project, two investors, SHINFOX ENERGY CO.,LTD (investor from Taiwan (China) and camellIA ENERGY PTE.LTD (investor from Singapore), proposed that the capital contribution of each company be 125.5 billion VND (the total capital contribution of the two investors accounts for 70% of the total charter capital of Gio Thanh Energy Joint Stock Company).
It is known that from 2021 to present, there have been many proposals to contribute capital and buy shares of foreign investors for wind power and solar power projects in Quang Tri province.
After reviewing the documents according to regulations, the People's Committee of Quang Tri province agreed to propose Sembcorp Solar Vietnam PTE. LTD Company. (Singapore) contributed capital to Huong Phung Wind Power Company Limited (investor of Huong Phung 2 Wind Power Plant project, Huong Phung 3 Wind Power Plant) and Gelex Quang Tri Energy Company Limited (investor of GELEX 1 Wind Power Plant project, GELEX 2 Wind Power Plant) with a 100% capital contribution rate.

The wind power projects that have sold shares or are proposing to sell shares mentioned above are all built in Huong Hoa border district - bordering Laos; while solar power projects that have sold shares or are proposing to sell shares are built in the coastal border area of Gio Linh district.
