The People's Committee of Cao Bang province has just held a meeting to listen to the report on the progress of implementation and disbursement of public investment capital in 2025.
According to the report, the total public investment capital in 2025 of the province is more than 10,087 billion VND, of which 9,582 billion VND has been allocated to investors, reaching 95% of the plan.
By the end of October 30, the disbursed capital reached VND 3,889 billion, equivalent to 40.6% of the plan. In October alone, the province disbursed VND1,207 billion, reaching 76.5% of the monthly target. The whole province has 7/74 units completing the disbursement target, 58 units have not achieved it.
Many reasons for the low disbursement progress have been pointed out, mainly due to problems in site clearance; not-tense coordination between units; large workload while the commune level lacks professional human resources.
Faced with the above situation, Vice Chairman of Cao Bang Provincial People's Committee Vu Dinh Quang requested units to speed up and tighten discipline, ensuring disbursement reaches the 2025 target.
He emphasized the need to focus on removing land obstacles, especially in large projects such as Quang Uyen bypass, Xuan Hoa, Nuoc Hai and Thuc Phan resettlement area.
Localities must develop a detailed roadmap by week and month; contractors must commit to progress, supplement machinery and human resources; competent authorities must promptly accept, pay for completed volume and strictly handle cases of slow progress.
Previously, due to the slow disbursement results, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa issued a Directive assigning specific tasks and disbursement targets for each month and each unit.
The Chairman of the Provincial People's Committee requested to clearly identify the person, work, responsibilities and results in each stage, considering disbursement as a criterion for evaluating emulation, rewarding or handling the responsibility of the leader.
Along with that, the province assigned the Department of Finance to preside over monitoring and publicizing monthly disbursement results; departments and branches such as Agriculture and Environment, Construction, Ethnicity & Religion, State Treasury and Traffic Project Management Board to be responsible for removing obstacles, especially for key projects such as Dong Dang - Tra Linh Expressway.
The Provincial People's Committee emphasized the requirement to "overcome the sun to win the rain, not lose to the wind and storms", work in 3 shifts, and resolutely handle the contractor behind schedule. At the same time, the Department of Home Affairs will include the disbursement rate in the criteria for evaluating cadres, linking public investment results with the responsibility of the head.
