Opportunity to access cheap capital for people
Decision 2553/QD-TTg of the Prime Minister has just been issued, bringing a new breeze to policy credit activities.
Interest rates for lending policy credit programs in Article 1 of Decision 2553/QD-TTg are applied from December 1, 2025 for outstanding loans at the Social Policy Bank.
Old interest rate: 6.6%/year.
New interest rate: 6.24%/year (equivalent to 0.52%/month).
How much interest do you pay if you borrow 50 million/month?
For example, hypothetical interest rates are calculated on principal and people pay interest monthly, principal and interest at the end of the term. A poor household is approved to borrow 50,000,000 VND for 3 years (36 months) to raise livestock.
Monthly interest (according to the new interest rate of 0.52%/month): 50,000,000 VND x 0.52% = 260,000 VND/month.

Standards for poor households and near-poor households according to the latest regulations:
To enjoy preferential policies, people need to clearly understand the criteria for determining poor and near-poor households in the period of 2022 - 2025 according to Decree 07/2021/ND-CP and Decree 30/2025/ND-CP.
Criteria for income and shortage of social services:
- Meeting poor households:
Rural areas: Average income from 1.5 million VND/person/month or less and shortage from 03 basic social service indexes or more.
Urban areas: Average income from VND2 million/person/month or less and a shortage of 03 basic social service indexes or more.
- Prepare for near-poor households:
Rural areas: Income from 1.5 million VND/person/month or less and shortage of less than 03 social service indexes.
Urban areas: Income from VND2 million/person/month or less and under 03 social service indexes.
- Suitable for households with an average living standard:
Rural areas: Income from over 1.5 million to 2.25 million VND/person/month.
Urban areas: Income from over 2 million to 3 million VND/person/month.
Basic social services used for assessment: The approval is based on the shortage of 06 basic social services (equivalent to 12 measurement indicators):
Employment: Some people are unemployed or work without a contract.
Health: There are dependents, malnourished or do not have health insurance.
Education: Adults' education is low, children are not allowed to go to school at the right age.
Housing: Housing is not durable or the average area is less than 8m2/person.
Domestic water and sanitation: No clean water, no hygienic drainage.
Information: No telecommunications services, no means of information access (tivi, phone, computer...).
