CIENCO4 banned from bidding for fraud
On May 6, the People's Committee of Ha Nam province issued Decision No. 853/QD-UBND prohibiting Cienco4 Group Joint Stock Company (CIENCO4) from participating in bidding activities.
The banned time is 4 years from the effective date of the decision. The reason, Cienco4 (Business code: 2900324850) is banned as fake documents in bidding Package 11: Construction and installation under the completed construction investment project under the planning of routes N1 and D1 Nam Cao University Area (Package No. 11). This unit violated Point a, Clause 4, Article 16 of the Bidding Law in 2023.
The People's Committee of Ha Nam province prohibits CIENCO4 from participating in bidding activities for construction investment projects using public investment capital managed by agencies, departments and branches of Ha Nam province and districts, towns, cities, communes, wards and towns in Ha Nam province, and organizing contractor selection.
Previously, the Management Board of Nam Cao University of Ha Nam province issued Decision No. 66/QD-BQL dated April 26, 2025 on terminating the above contract on the grounds of forgery or falsification of information, records, and documents in bidding (according to Point a, Clause 4, Article 16, Bidding Law 2023).
Once considered transparent
In the E-HSDT evaluation report of Package No. 11, dated March 8, 2025 (No. 08.03/BCDG-TCG), the expert group said that this package is transparent. The expert team commented that the process of organizing the selection of contractors, investors, and bidding parties has complied with regulations on bidding to ensure competitiveness, fairness, and transparency.
The expert team affirmed that there was no content that was not in accordance with the provisions of the law on bidding, leading to limited bidding participation of contractors or leading to unclear or different understandings in the E-HSDT assessment process or could lead to distorted results of contractor selection.
The expert group was established by DBT Ha Nam Joint Stock Company under Decision No. 83/QD-DBT dated November 29, 2024.

The working style of the expert team is regulated as follows: The expert team conducts group E-HSDT assessment, after completing the E-HSDT assessment, the general assessment results will be agreed upon. During the implementation process, no member of the expert team had a different opinion than most other members.
Based on the E-HSDT assessment of the expert team, the E-HSDT assessment results are compiled according to Table No. 06 with the following basic contents:
From the appraisal of the bidding packages, the expert team believes that Cienco4 Group Joint Stock Company meets E-HSDT, has a bid price lower than the bidding package price and has the lowest value, so the expert team recommends inviting Cienco4 to compare documents.
Then on March 13, 2025, Mr. Le Truong Tho, Deputy Head of the Nam Cao University Management Board issued Decision No. No. KQ2500039596_2503131027 on approving the results of online contractor selection of package No. 11: Construction and installation, part of the contractor selection plan of the Construction Investment Project to complete according to the planning of route N1, D1 of Nam Cao University Area.
This decision allowed Cienco4 to win the bid. The two units that did not win the bid were Tu Lap Construction Company Limited and DACINCO Construction Investment Company Limited.
On its website, Cienco 4 Group introduced that the unit is located on the 10th and 11th floors of ICON4, No. 243A, De La Thanh, Lang Thuong, Dong Da, Hanoi.
