Nghe An Provincial People's Committee has just issued a series of decisions on sanctioning administrative violations for businesses operating in the field of mineral exploitation, with a total amount of up to tens of billions of dong. Recently, Phu Hung Na Joint Stock Company (Nghia Khanh commune, Nghia Dan district) was fined nearly 1.139 billion dong for committing many serious violations of law in the field of minerals and land such as exploiting sand -hearted sand exceeding the permitted capacity (exceeding 149.94% in 2022), fined 900 million VND and forced to overcome environmental and infrastructure consequences. Accounting for 178.8m² of annual crop land managed by the State, fined 8 million VND and forced to restore the original situation, paying illegal benefits of more than 900,000 VND. Do not submit periodic reports on mineral exploitation activities in 2022-2023, fined VND 110 million. No books and documents to determine the actual exploitation output, fined 120 million VND.
Previously, in October 2024, Phu Quy Stone and Mineral Joint Stock Company (Quy Hop District) was also fined a total of VND 355 million for 4 violations: Encroaching on 1.8 hectares of production forest land as a waste dump, building a camp without leasing the land; not reporting when temporarily suspending exploitation from 2022; preparing a mineral inventory report with lack of information; not preparing complete books and documents on exploitation output.
In addition to paying the fine, these enterprises are also forced to return illegal profits, complete land allocation and lease procedures according to regulations, and take remedial measures according to legal regulations.
At the end of 2024, according to the inspection results of the Interdisciplinary Inspection Team on mineral activities in Quy Hop district, up to 23 enterprises were discovered to have violated at many different levels.
11 enterprises using land for office areas, dumping and gathering products when the province has not been leased by the province. 22 Enterprises preparing a non -complete mineral inventory report according to the prescribed form. 23 enterprises do not fully make books, documents and documents to determine the actual exploitation output. 5 businesses show signs of exploitation beyond the licensed boundaries. 7 enterprises exploiting the mine design improperly; 3 enterprises do not submit mine designs to the authorities. There are serious violations of occupational safety: 20/23 enterprises do not organize occupational examination for workers; Do not train safety, do not monitor the working environment. 6 enterprises set up inadequate blasting passports; 2 enterprises violate the standard of explosive materials; 1 business does not assess risks and do not plan emergency rescue.
Regarding financial obligations, 18 enterprises have incorrectly declared taxes and fees, causing a budget loss of more than 3 billion VND.
The total amount of fines and arrears proposed for 23 enterprises in Quy Hop is more than 9.8 billion VND, of which more than 4.2 billion VND is for tax violations, the rest is for violations of land, minerals, environment, and labor safety.
According to Chairman of Nghe An Provincial People's Committee Le Hong Vinh, the province's viewpoint is to have no forbidden areas in handling violations of mineral laws. "The province will strictly handle all violations of mineral exploitation, prevent illegal exploitation, protect resources, the environment and the rights of local people" - Mr. Le Hong Vinh affirmed.
