This Decree also regulates cases of traffic order and safety violations in one district but the head office and residence are in another district where travel is difficult and the violating organization or individual does not have the conditions to directly go to the headquarters of the agency or unit that discovered the administrative violation using professional technical means and equipment to resolve the violation.
At that time, the competent person handling the case will transfer the results collected by professional technical means and equipment to the competent person handling administrative violations at the lower-level agency or unit or at the same level where the organization or individual is headquartered or resides to continue implementing the handling steps according to regulations.
In other words, when on a business trip to another locality and committing a traffic violation, the violator is not required to return to the place where the violation occurred to pay the fine.
According to the instructions of the Traffic Police Department, when violating traffic on the Noi Bai - Lao Cai Expressway, through the provinces of Phu Tho and Yen Bai, violators can go to the Road Traffic Control Patrol Team (TTKSGTDB) - Expressway No. 1 (address Thach Loi village, Thanh Xuan commune, Soc Son district, Hanoi city), or contact the phone number 0243.581.6399 to have the violation handled and instructions on how to pay the fine through the National Public Service Portal.

Violators can also pay fines through the following methods according to Clause 1, Article 20 of Decree 118/2021/ND-CP:
Pay the fine directly at the State Treasury headquarters, the commercial bank where the Treasury opens an account or transfer money to the State Treasury's account number (information about this headquarters or bank is specifically stated in the decision on administrative sanction).
Register with the police and go to the nearest post office to pay the fine.
Pay fines online through one of two channels: the Ministry of Public Security's public service at dichvucong.bocongan.gov.vn or the National Public Service Portal at dichvucong.gov.vn.
