Article 21 of Decree 168/2024/ND-CP, effective from the beginning of this year, stipulates penalties and deduction of driving license points for drivers of trucks, tractors (including trailers or semi-trailers towed) and similar vehicles transporting goods that violate regulations on ensuring order and safety of road traffic with vehicles transporting goods.
Accordingly, drivers who commit the acts specified in Point a, Point b, Clause 8; Clause 11 of this Article will have their driving license deducted 10 points.
Clause 8 stipulates that violations are vehicle control (including relays and trailers) carrying goods exceeding the load (transport volume) that allows traffic to be stated in the vehicle's technical safety and environmental protection certificate of over 150%;
Driving a vehicle towing a trailer or semi-trailer whose total mass (including the mass of the trailer, semi-trailer and the weight of the cargo) exceeds the permitted towing mass stated in the vehicle's certificate of technical safety inspection and environmental protection by more than 150%.
In addition to having 10 points deducted from their driver's license, drivers will also be fined from 8-12 million VND for these violations.
Meanwhile, according to Clause 11 of Article 21, the violations are regulated as follows: Driving a vehicle with a queue on the roof of the cockpit, or loading the vehicle in a way that causes the vehicle to tilt; Not locking or closing the rear door or side door of the vehicle while the vehicle is running, causing a traffic accident.
Transporting goods on a vehicle that must be tied down but is not tied down or is tied down but not ensuring safety according to regulations, causing traffic accidents.
Transporting goods that are means of transport, machinery, technical equipment, and cylindrical goods that are not tied or not tied according to regulations (except for transporting large-sized (oversized) machinery on specialized vehicles and must have a license to circulate on the road) causing traffic accidents;
Transporting containers on vehicles (including semi-trailers) without using a container locking mechanism with the vehicle or using a locking mechanism but the container still moves during transportation; Transporting goods on vehicles that must be tied down without tying them up or tying them up but not ensuring safety according to regulations, causing traffic accidents.
In addition to having 10 points deducted from the driver's license, the driver was also fined from 30-35 million VND.
