On October 8, the National Assembly Delegation of Dong Thap province held a conference to meet voters and provide comments on the draft amendments to the Trade Union Law and the Employment Law with 60 voters who are trade union officials, union members, and workers under the Sa Dec City Labor Federation and the Trade Unions of Dong Thap Industrial Parks and Economic Zones.
At the conference, union officials, union members and workers contributed their opinions to two draft laws, including the draft amendment to the Trade Union Law, which suggested that it is necessary to focus on caring for and protecting the legitimate rights and interests of union members and workers; paying more attention to ensuring the organization, apparatus and number of union officials to properly perform their functions, rights and responsibilities as prescribed by law.
Propose that the National Assembly consider the time for performing Trade Union duties for grassroots Trade Union officials to be reasonable and appropriate, not reducing compared to current regulations, avoiding "leveling" like other labor organizations as prescribed in the Labor Code.
In the context of the state budget's difficulties, in order for the Trade Union to be proactive and independent in its operations, Trade Union officials proposed that the National Assembly give the General Confederation the right to proactively promulgate standards, norms, spending regimes, decentralize collection, distribution, management and use of Trade Union finances in accordance with task requirements.
Regarding the draft amendment to the Law on Employment, union officials, union members, and employees have made many suggestions on the provisions that need to ensure the rights of employees and in the direction of employees, in which they hope that the state will strengthen supervision, promptly handle violations, and have support policies for cases where enterprises owe or evade paying unemployment insurance so that employees can enjoy unemployment insurance benefits in accordance with regulations, ensure their lives, and develop new jobs. At the same time, they want to increase the unemployment benefit level from 60% to 75% (equal to the maximum pension level) to create conditions to support employees to have a minimum living standard when they lose their jobs, become unemployed, and limit the withdrawal of social insurance at one time by employees. Because the current unemployment benefit level is still low, it does not ensure the minimum living standard of employees.
Mr. Tran Van Sau - Deputy Head of the National Assembly Delegation of Dong Thap Province - acknowledged and accepted the opinions of union officials, union members and workers. Thereby, the National Assembly Delegation of the province will synthesize and promptly propose specific recommendations and solutions to the National Assembly.
On this occasion, there are 100 gifts to support union members and workers in difficult circumstances, each worth 1 million VND from the Union's financial resources.
