Many recommendations related to amending the Trade Union Law
On the eve of the 8th Session of the 15th National Assembly, on October 3, the National Assembly Delegation of Phu Yen province coordinated with the Provincial Federation of Labor to organize a meeting with voters who are workers, civil servants, and laborers in the area, to inform them about the contents of the session and listen to and resolve current difficulties related to labor and employment.
Ms. Le Thi Ngoc Hoa - Permanent Vice President of Phu Yen Provincial Labor Federation - said that in the first 9 months of 2024, the Trade Union at all levels has actively and proactively implemented solutions to help stabilize the labor situation in the area. More than 49,585 gifts with a total cost of more than 12.8 billion VND have been supported by the Trade Union for disadvantaged employees.
By grasping the aspirations of the majority of employees, the Party and the State hope to resolutely direct economic recovery and development so that businesses and workers have stable jobs, improved wages, and ensure their living needs. Social insurance and health insurance policies are adjusted and supplemented promptly, in accordance with reality; employees with difficulties and low incomes hope to borrow capital at low interest rates to develop production, build houses, etc.
At the meeting with voters, there were 28 opinions and recommendations from employees related to issues of: Amended Trade Union Law, Amended Employment Law, unemployment benefits, health insurance, retirement age of some occupations and some current regimes, policies and regulations for employees sent to the Provincial National Assembly Delegation before the 8th Session. Of which, there were 6 recommendations related to the Amended Trade Union Law.
Ms. Ha Le To Ny (Tuy Hoa City Labor Federation) shared: Currently, the number of union officials at the provincial and district levels is not enough to meet the requirements and tasks because the number of union members is constantly increasing. Therefore, the National Assembly needs to consider solutions to increase the initiative of the union in arranging the staff of grassroots union officials.
Some delegates also recommended that the National Assembly consider the policy of recruiting union officials to attract experienced union officials who have grown up from the grassroots level; consider regulating the time for union officials to perform union duties reasonably, avoiding "leveling"; and stipulate the right of the union to proactively carry out supervision in the Trade Union Law...
Increase benefits and sanctions of Unemployment Insurance
At the meeting, many employees of Phu Yen province also pointed out the shortcomings in the implementation of the Law on Employment that need to be adjusted appropriately. Mr. Phan Dinh Hong - representative of employees of An Hung Joint Stock Company stated: Currently, the policy of training, fostering and improving the qualifications of employees is not very effective, the Government needs to build a fund to support businesses in training to improve the professional qualifications of employees.

Regarding unemployment insurance (UI), voters of Phu Yen province also emphasized that in reality, a number of employees are currently having their UI benefits “suspended” due to bankruptcy of enterprises. The National Assembly needs to have specific regulations to resolve this issue. At the same time, there should be strict regulations on UI contribution rates for employers to avoid cases of taking advantage of the regulation of lower contribution rates, affecting the rights of employees.
Representing the employees, Ms. Tran Thi Nho - Phuc Nguyen Seafood Company Limited stated: The employees' wish is to increase the unemployment benefit from 60% to 75% (equal to the maximum pension) to support employees to have a minimum living when losing their jobs, becoming unemployed and limiting one-time withdrawal of social insurance; research and develop regulations on voluntary unemployment insurance, ensuring consistency with other voluntary social insurance regimes...
