The conference to contact voters who are trade union officials and workers to give comments on the draft Trade Union Law (amended) and Employment Law (amended) was organized by the National Assembly Delegation and the Ho Chi Minh City Labor Federation on the morning of October 18.
The conference was attended by Mr. Ha Phuoc Thang - Member of the City Party Committee, Deputy Head of the Delegation of the National Assembly of Ho Chi Minh City and nearly 300 union officials and workers in Binh Tan and Binh Chanh districts.
Mr. Pham Chi Tam - Vice President of the Ho Chi Minh City Labor Federation - said that after more than 11 years of implementing the 2012 Trade Union Law, new requirements have emerged, requiring the need to amend the Trade Union Law to concretize Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo "On innovation of organization and operation of Vietnam Trade Union in the new situation", contributing to the Vietnam Trade Union organization operating stronger and better to fulfill the task of representing, protecting and caring for the legitimate and legal rights and interests of union members and workers and in accordance with the provisions of the law on labor.
Along with that, after more than 10 years of implementing the 2013 Law on Employment, there also needs to be amendments in accordance with practice and new legal regulations, in accordance with international standards, especially to concretize the Resolutions of the Central Executive Committee on improving national vocational qualifications and meeting the needs of businesses.
Many opinions from union officials and employees have suggested that it is necessary to arrange full-time union officials at enterprises with 1,000 employees or more; to add a mechanism in addition to allocating the number of full-time union officials, there should be a mechanism for hiring contract officials; to stipulate additional conditions for becoming a part-time union official; to pay more attention to training, education, improving the quality and professionalism of union officials and the regime, policies, subsidies, and determining job positions for union officials, and to speed up the progress of issuing cards to union members...
Regarding the Law on Employment (amended), many opinions suggested that, in order to encourage employees to work and not quit their jobs to receive unemployment insurance before they are eligible for retirement, when employees are eligible for pension, they will receive 30% of their unemployment benefits but not more than 18 months including the previous period of receiving unemployment insurance; amend the regulation that employees pay unemployment insurance up to 20 times the regional minimum wage but receive unemployment benefits not exceeding 5 times the regional minimum wage...
At the meeting, the Ho Chi Minh City Labor Federation presented 250 gifts (each worth 1 million VND) to 150 workers in Binh Tan district and 100 workers in Binh Chanh district.
