On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF), Ms. Ha Thi Nga - Member of the Party Central Committee, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front - signed and issued Report No. 90/BC-MTTW-BTT on the synthesis of comments in the VFF system on draft documents submitted to the 14th National Congress of the Party.

The report stated that in recent times, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has directed its press and media agencies to step up propaganda work on organizing the collection of opinions and comments on draft Documents, considering this a period of extensive political activity, creating high consensus and unity among the people.
Accordingly, the Electronic Information Portal and Fanpage of the Vietnam Fatherland Front; press agencies of socio-political organizations have built columns to contribute ideas; actively published many articles, interviews, analysis, and discussions reflecting the opinions, concerns, and aspirations of the People; introduced new points in the draft Documents; opened forums to discuss and record the opinions of cadres, union members, association members, and the People.
Thanks to the synchronous participation of the entire system, the propaganda work on organizing the collection of public opinions on draft Documents has created a strong spillover effect, raising awareness, encouraging people to actively participate in giving comments, making practical contributions to the completion of draft Documents.
According to statistics, as of November 18, there have been 527,764 comments through direct forms and letters from 26/34 reports of the Vietnam Fatherland Front of provinces and cities and 7 reports of member organizations on the draft documents submitted to the Congress.

Of which, there were 417,338 direct comments at 28,497 conferences to collect opinions from cadres, party members and people, through seminars and scientific seminars; 109,757 comments in writing through the system of letters, newspapers...
Proposal to focus resources on investing in environmental protection and climate change response
From the comments, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has proposed 5 recommendations.
In particular, it is recommended to develop a thematic Resolution on streamlining the apparatus, improving the efficiency of the grassroots political system, ensuring streamlining, effectiveness and efficiency. Continue to strongly innovate the Party's leadership methods, be close to the people, listen to the people, for the benefit of the people.
Promote digital transformation, build a digital government, serve people more effectively. Pay more attention to the grassroots cadres, salary policies, training, capacity building and qualities for cadres, especially at the commune level. Expanding autonomy and stronger decentralization mechanisms for large urban areas.
Along with that, the draft documents of the 14th National Party Congress need to assess and once again affirm the special position and role of the Vietnam Fatherland Front in the political system as a basis for the Vietnam Fatherland Front to operate more effectively; issue a thematic resolution on the work of the Vietnam Fatherland Front in the new period - The era of the Vietnamese nation's rise; clarify the "Core political role" of the Vietnam Fatherland Front in building the great national unity bloc and promoting the people's mastery; institutionalize the process of "Two-way policy response" between the Fatherland - State - People; elevate the People - Government forums and the Party - People's dialogue into regular, quality, institutional channels...
The report also proposes to focus resources on investment in environmental protection, climate change response and natural disaster prevention and control (especially subsidence, flooding, rising sea levels). Emphasizing fundamental and timely solutions is necessary to protect socio-economic development achievements and ensure sustainable development.
It is recommended to consider using only a unified set of textbooks. In addition, it is necessary to continue to innovate the program in the direction of practical study - practice, developing critical thinking, creativity, digital skills and global integration; at the same time, emphasizing the role of science, technology and innovation as a central driving force for the sustainable development of the country.
For the health sector, it is necessary to develop and implement specific policies to ensure the rights of people when using health services through participating in health insurance; at the same time, help people access basic and specialized health services, contributing to protecting and improving public health.
The content of the Report also clearly stated that it is recommended that the draft Document submitted to the 14th National Party Congress add strategic tasks, methods and implementation models to attract foreign intellectuals and scientists to work in Vietnam; at the same time, streamline administrative procedures to the maximum, and have special policies for outstanding individuals and scientists who are foreigners to work in Vietnam. Build a global Vietnamese knowledge network, connecting overseas Vietnamese experts to participate in policy consulting, criticism, applied research, and human resource training.
