Concretizing major orientations into clear task groups and solutions
According to statistics, as of November 18, 2025, there have been 527,764 comments through direct forms and letters from 26/34 reports of the Vietnam Fatherland Front of provinces/cities and 7 reports of member organizations on the draft documents submitted to the congress.
Regarding the theme of the congress, opinions agreed and assessed the theme as a broadly general one, clearly demonstrating the intelligence, vision, goals and political determination of the entire Party, people and army in the cause of building and defending the Fatherland. The theme also affirms the strong will, aspiration to develop a rich, happy and steadfast country on the path of socialism in the new era.
In addition, opinions said that the draft Political Report submitted to the Congress clearly demonstrated the strategic vision, consistent viewpoints and high political determination in building and developing the country in the new period, inheriting great achievements after nearly 40 years of renovation; breakthrough goals, tasks and solutions for the coming period. In particular, the integration of the content of 3 draft documents (draft Political Report, draft Socio-Economic Report and draft Party building Report) in the draft Political Report has demonstrated a comprehensive, consistent, specific, easy-to-understand, easy-to-remember, and easy-to-implement thinking. The highlight is that the draft has concretized major orientations into clear groups of tasks and solutions and has a specific action program, demonstrating the determination in direction and management.
The draft Report summarizing a number of theoretical and practical issues on the reform of the socialist orientation in the past 40 years in Vietnam; the draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposals and orientations to supplement and amend the Party Charter also recorded many comments.
Pay more attention to grassroots staff
From the comments, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has proposed 5 recommendations. In particular, it is recommended to develop a thematic Resolution on streamlining the apparatus, improving the efficiency of the grassroots political system, ensuring streamlining, effectiveness and efficiency. Continue to strongly innovate the Party's leadership methods, be close to the people, listen to the people, for the benefit of the people.
Promote digital transformation, build a digital government, serve people more effectively. Pay more attention to the grassroots cadres, salary policies, training, capacity building and qualities for cadres, especially at the commune level. Expanding autonomy and stronger decentralization mechanisms for large urban areas.
The draft documents of the 14th National Party Congress need to assess and once again affirm the special position and role of the Vietnam Fatherland Front in the political system as a basis; issue a thematic resolution on the work of the Vietnam Fatherland Front in the new period - the era of the Vietnamese nation's rise; clarify the "Core political role" of the Vietnam Fatherland Front in building the great national unity bloc and promoting the people's mastery; institutionalize the process of "Two-way policy response" between the Fatherland - State - People; elevate the level of People - Government forums and Party - People's dialogue into regular, quality, institutional channels...
The report also proposes to focus resources on investment in environmental protection, climate change response and natural disaster prevention and control (especially subsidence, flooding, rising sea levels).
Propose to consider using only a unified set of textbooks; continue to innovate the curriculum in the direction of practice, development of critical thinking, creativity, digital skills and global integration; at the same time, emphasize the role of science, technology and innovation as a central driving force for the sustainable development of the country.
For the health sector, it is necessary to develop and implement specific policies to ensure the rights of people when using health services through participating in health insurance, helping people access basic and specialized health services, contributing to protecting and improving public health.
