Bringing peace to the disadvantaged
After the merger, when the new apparatus began to operate smoothly, social security work at the grassroots level also became more dense. Ms. Nguyen Thi Tham - as Head of the Department of Culture and Social Affairs of Vinh Lai Commune (Hai Phong City) - and her colleagues have almost no free days. From support for meritorious people, the poor, to policies for the elderly, the disabled... work after work.
Vinh Lai commune currently has about 700 elderly people eligible to receive the regime. However, the form of transfer payment makes many people confused: not knowing how to check messages, not being able to open a bank account, forgetting the phone password, or simply... being afraid of pressing the wrong button.
Not letting the elderly be confused in the digital age, Ms. Tham and the bank staff went to each village. Some days it was sunny like a fire, some days it rained like a spark, but she was still careful to hold each striker's hand, only playing small matches. One day, the old man looked at the phone and his hand trembled, she immediately stood next to him, gently reassuring: "It's okay, I work with you".
Such guided sessions often last all the session, but in return, there are the reassuring smiles of the elderly when the account reports receiving money. Someone held my hand forever, saying I am lucky to have you, because we are old, who can I rely on. Hearing that warms my heart, she said, her eyes lit up with emotion.
Not only taking care of work under the regime, Ms. Tham also quietly mobilizes social resources to support cases that are not eligible for benefits but have very difficult circumstances. When she saw a family in need, she tried to connect with organizations and donors to support a blanket, a box of instant noodles, or a small gift for Tet.
After the payments, many people came to the headquarters to thank them. Some people even brought some ripe bananas with garden leaves or roasted peanuts. "Those rustic gifts make me feel that the work I do is really worth it" - Ms. Tham shared.

Creating a "way" for digital transformation from simple things
Not only caring for social security, Ms. Tham is an active person in implementing the digital transformation of the commune. When the new model was deployed, many officials were still confused with management software, digital signatures or online file processing. The work is therefore easily stalled, people have to wait, and what she fears most is the delay that makes people suffer.
Therefore, she proactively advised on the establishment of a Community Digital Technology Team. She invited technology-saving teachers from schools in the commune to the agency to guide each cadre in small groups. From seemingly very basic operations: how to process documents on the public service portal, how to scan documents, to how to explain to people how to use smartphones.
Many older officials were initially shy, but thanks to the friendly atmosphere and patient guidance, they gradually got used to it and became proficient. "When cadres can do it, the people will be well served. That is the motivation for me to try - Ms. Tham expressed.
When meeting people, she always reminds herself and her colleagues to stay calm, gentle, and guide them to the place and explain to the place; absolutely do not let people travel many times just because of lack of information. For her, public ethics are not superficial things, but start with a timely smile and respect for each citizen.
