On November 29, at the 1st Congress of the Vietnam Fatherland Front of Ho Chi Minh City, term 2025 - 2030, Mr. Nguyen Van Duoc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee gave a speech on the mechanism and policies of the Ho Chi Minh City People's Committee to create favorable conditions to consolidate and promote the strength of the great national unity bloc. Thereby, contributing to building a city government close to the people, close to the people, serving the people.
According to Mr. Nguyen Van Duoc, to achieve the goal of building a city government close to the people, close to the people, and serving the people, the Ho Chi Minh City People's Committee proposed 6 key groups of tasks and solutions.
First, perfect the coordination mechanism between the Front and the government in a practical and effective manner. In particular, developing a new Coordination Regulation between the Ho Chi Minh City People's Committee and the Vietnam Fatherland Front Committee of the city to ensure clear responsibilities, clear deadlines, clear focal points... Strengthening the organization of periodic dialogues between the city's leaders with the Vietnam Fatherland Front, socio-political organizations, religious authorities, overseas Vietnamese, businesses and people.

Second, promote grassroots democracy, considering transparency and accountability as a mandatory responsibility of the government. Establish a system to receive - process - respond to people's petitions in real time, integrated with a public service portal and smart urban applications. Thereby, people know and participate in supervision.
Third, promote the role of the people in urban construction and management. Expanding the models of "Cultured - Clean - Safe Quarter", "People participate in urban order management", "Digital residential group". Create a mechanism for people to give advice, criticize, and directly contribute to urban space planning, traffic, environment, and house renovation...
Fourth, promote administrative reform and digital transformation, considering this a measure of people's satisfaction. Assessing people's satisfaction is associated with the responsibility of the leader. Strive to be in the top 10 localities in administrative reform.
Fifth, strengthen social security policies with the people as the center. Expanding housing support policies for low-income people and workers. Encourage the development of cultural institutions to serve workers. Focus on improving the quality of grassroots health care, public schools, and basic social services to reduce the gap between areas in the city.
Sixth, build a team of cadres "wearing the people - being close to the people - understanding the people - for the people". Innovation in training and fostering cadres in the direction of practice, working skills with the people, digital skills, etc.
