At 7:00 p.m. on July 21, the center of the storm was at about 20.8 degrees north latitude; 108.3 degrees east longitude, in the northern area of the Gulf of Tonkin. The strongest wind near the storm center is level 11-12, gusting to level 15.

Quang Ninh to Nghe An very heavy rain with strong winds
