In the radius of hundreds of hectares below the upstream reservoir of a broken enterprise, the scene of devastation is like a battlefield.
According to local people, on the nearby mountain, Viet Farm Company built a chicken farm and planted fruit trees.
This enterprise has blocked the streams to form large reservoirs for irrigation. blocking this stream causes people in the downstream area to lack irrigation water during the dry season.
People said this was the second time the farm's reservoir on the mountain had broken, causing flash floods. Previously, floods have occurred but to a lesser extent, only causing damage to crops along the stream.
After the first incident, the government and businesses checked and agreed on a compensation plan for damages to the people.
However, when compensation has not been paid, the second flood will occur with particularly serious consequences, not only causing damage to property, houses, and crops but also causing death.
Mr. Pham Thanh Bac - Chairman of Tuy Phong Commune People's Committee said that the authorities have not yet reached the scene at Viet Farm Company's farm, so the cause of the reservoir breach cannot be clearly determined.
The authorities are checking and verifying the cause, clarifying whether it is due to flash floods or the dam project.
According to Mr. Bac, the dam system of this enterprise has existed in the commune since 2018. After the administrative merger, the commune conducted a review and inspection, but due to the short takeover period, it did not have full detailed information.
After the incident, the military and police forces, departments and branches of Lam Dong province and the Tuy Phong commune government urgently inspected and supported people to overcome the consequences.
Regarding the incident, local people have raised many questions that need to be clarified by the authorities so that they can live with peace of mind.
Specifically, are businesses licensed to build dams and lakes on streams? Who is responsible for the technical quality of the project? Is the construction and supervision in accordance with the procedures?
Through on-site inspection, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi said that flash floods were not caused by natural disasters but by broken water dams upstream.
Mr. Ho Van Muoi directed the authorities of Tuy Phong province and commune to focus on supporting people to overcome the consequences; at the same time, focus on investigating and clarifying the cause of the incident to strictly handle related organizations and individuals according to regulations (if any).
