Giving good land in cajuput forests and home gardens for consumption
spontaneous "illegal land mines" continuously grow in homegrown gardens and cajuput forests in Ben Tat and Truong Hai villages (Linh Truong commune). Although not licensed, the subjects still use excavators and heavy trucks to organize exploitation and transportation of soil in large numbers.

According to the reporter's records, in many early days of April 2025, at the cajuput forest location behind the houses (Ho Chi Minh road, through Ben Tat and Truong Hai villages), HOWO truck with license plate 74H - 002.74 and a semi-trailer with license plate 74R - 010.73 often appeared, waiting for the DAEWOO excavator to lift the soil onto the box. Every 30 - 40 minutes, a journey of soil is transported, towards DT.575B through Gio An and Phong Binh communes.

To avoid detection, this group of subjects mainly exploited at times such as early morning, noon or evening. When they saw a stranger, the excavator immediately stopped working, and the truck left the scene. Not only that, they also rotated to change the exploitation points between two adjacent villages: Ben Tat and Truong Hai.

On April 16, at the land owned by Mr. Tran Sy Hung (Ben Tat village), the reporter recorded HOWO 74H - 002.74 and trailer 74R - 010.73 continuing to operate. On April 17, this HOWO car appeared again at a new plot of land in Truong Hai village - a place identified as under the right of Mr. Nguyen Van Duc (Hamlet 1, Ben Quan town, Vinh Linh district, Quang Tri province).
Once punished, still rampant
At noon on April 17, after discovering that there were reporters watching and recording, the HOWO 74H - 002.74 truck immediately crashed into a car garage on route DT.575B. From the information and images provided by the reporter, the functional forces of Linh Truong commune and the Department of Investigation Police on Economic Crimes of Corruption, Smuggling and Environment of Quang Tri Provincial Police promptly arrived, detained the car and excavator, and made a record of the scene.

Through verification, Quang Tri Provincial Police identified the owner of the HOWO 74H - 002.74 car as Mr. Tran Sy Hung.
Previously, on September 17, 2024, Linh Truong Commune People's Committee fined Mr. Tran Sy Hung VND 5 million for destroying 472.6m2 of land in Ben Tat village. Previously, on July 19, 2024, also at this location, the People's Committee of Gio Linh district fined Mr. Tran Sy Dung (residing in Quarter 6, Gio Linh town) VND 20 million for destroying 1,558.7m2 of land.

Most recently, on April 15, 2025, Mr. Nguyen Van Duc - owner of the mining site in Truong Hai village - was fined 3.5 million VND for losing the thickness of the cultivated soil layer, causing erosion at plot No. 125, map sheet No. 48.
Responding to Lao Dong Newspaper, Mr. Ho Van Truyen - Chairman of Linh Truong Commune People's Committee said that there is currently only one licensed land mine in the area to serve a key project of the province. The remaining locations illegally exploited soil, and were previously fined.

Mr. Vo Dac Hoa - Chairman of Gio Linh District People's Committee said that after receiving information from reporters, he requested relevant units to investigate and clarify to strictly handle the matter.
