On April 3, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board ( urban Infrastructure Board) said that site clearance is taking place urgently to ensure the progress of the XL-03 package.
This is the section from Luong Ngoc Quyen Street to Vam Thuat River, passing through Go Vap District and Ward 13, Binh Thanh District.
In Go Vap district, 900 m out of a total of 1,300 m of the XL-03 package has been handed over (equivalent to 69.23%). Meanwhile, Binh Thanh District has handed over 1,140 m out of a total of 1,300 m (equivalent to 87.69%).
Currently, the remaining 200 m in each district are being urgently completed by localities for site clearance procedures, expected to be handed over to the investor at the end of April or early May 2025.
In parallel with site clearance, preparations for the groundbreaking ceremony are also being vigorously implemented to ensure the groundbreaking of the XL-03 package before April 30, 2025.

After the XL-03 package was started, the next two packages in Binh Thanh District, including: XL-01 package - renovating the section from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge; XL-02 package - renovating the section from Bui Dinh Tuy bridge to Luong Ngoc Quyen street, including branches of Binh Loi, Binh Trieu canals and Cau Son canals.
To be able to start construction of these two packages before September 2, 2025, the Ho Chi Minh City Urban Infrastructure Board believes that local authorities need the strong participation of the entire political system as well as the consensus of the people, especially households affected by the project.
The Xuyen Tam canal dredging, environmental improvement and infrastructure construction project was approved by the Ho Chi Minh City People's Council in October 2023, with a total initial capital of more than VND 9,664 billion. Of which, the cost of compensation, support and resettlement accounts for nearly VND6,400 billion.
By September 2024, the Ho Chi Minh City People's Council had adjusted the investment policy, raising the total capital to more than VND 17,200 billion (an increase of more than VND 7,500 billion). The additional funding is mainly for site clearance, with costs increasing from nearly VND6,400 billion to more than VND14,000 billion.

The total land area recovered by the project is 197,349 m2, affecting 2,215 households. In Go Vap district, the project reclaims land from 138 cases. Of which, 40 households were completely cleared, 98 households were partially cleared.
In Binh Thanh District, there are 2,077 cases of land acquisition, including 1,230 households and 23 organizations that have been completely cleared. The remaining 824 cases were partially cleared.


Xuyen Tam Canal is nearly 9 km long, flowing through Binh Thanh and Go Vap districts, and is considered one of the most polluted canals in Ho Chi Minh City.
The project will dredge a canal bed 3.5 m deep, widening the canal bed by 20 - 30 m. The wastewater and rainwater collection system will be built synchronously.
A 6 m wide road will be built on both sides of the canal, with two lanes on each side, along with a 3-4 m wide sidewalk and a system of parks and trees.
The entire Xuyen Tam canal renovation project will be completed in 2028.
