The Northwest region and Nghe An have the lowest temperature of 18 - 21 degrees Celsius, the average temperature is 21 - 23 degrees Celsius.

On the night of November 3 and November 4, the Northeast and Thanh Hoa regions will have the lowest temperature of 16 - 19 degrees Celsius, in mountainous areas below 15 degrees Celsius. The average temperature is 18 - 20 degrees Celsius, in mountainous areas below 17 degrees Celsius.

The Northwest region and Nghe An have the lowest temperature of 17-20 degrees Celsius, the average temperature is 20 - 22 degrees Celsius.

The Hanoi area from the night of November 2 to 4 will have rain, cold weather, the lowest temperature is generally 17 - 19 degrees Celsius.

The area from southern Nghe An to Quang Ngai continues to have widespread heavy rain due to the influence of the strengthening cold air combined with disturbances in the high-altitude easterly wind zone.

Cold weather is likely to affect livestock, poultry and the growth and development of crops. Heavy rain can cause flooding in low-lying areas; flash floods on small rivers and streams; landslides on steep slopes. Heavy rain in a short period of time can cause localized flooding in urban areas and industrial parks.

At sea, the Gulf of Tonkin has northeast winds of level 6, sometimes level 7, gusting to level 8, rough seas, waves from 2 to 3.5m high. The North East Sea area has strong northeast winds of level 6 - 7, gusting to level 8 - 9, rough seas, waves from 3 to 5m high.
