According to the National Center for Hydro-Meteorological Forecasting, due to the influence of storm No. 9 Ragasa, in Bach Long Vi special zone (Hai Phong), there were strong winds of level 7, gusts of level 8, waves 2m high; Quang Ha (Quang Ninh) had strong winds of level 6, gusts of level 8; Cua Ong (Quang Ninh) had strong winds of level 6; Mong Cai (Quang Ninh), Phu Lien (Hai Phong), Van Ly (Ninh Binh) and Vu Ninh (Hung Yen) had gusts of level 6.
At 10:00 on September 25, the center of the tropical depression was at about 21.5 degrees north latitude; 108.4 degrees east longitude, in the waters of Quang Ninh. The strongest wind near the center of the tropical depression is level 7 (50-61 km/h), gusting to level 9. The tropical depression is moving westward at a speed of 15-20 km/h.
The meteorological agency said that it is forecasted that in about the next hour, the tropical depression will make landfall in Quang Ninh.
It is forecasted that in the next 12 hours, the tropical depression will move westward at a speed of about 20 km/h and gradually weaken into a low pressure area.
At 10:00 p.m. on September 25, the center of the low pressure area was at about 21.4 degrees north latitude; 106.6 degrees east longitude, on the mainland of the Northeast. Intensity below level 6.
The danger zone is north of latitude 20 degrees north, west of longitude 109.5 degrees east. Level 3 natural disaster risk for the northern Gulf of Tonkin and the northeastern coastal area.
Regarding the impact of the storm at sea, the northern area of the Gulf of Tonkin, including the special areas of Bach Long Vi, Van Don, Co To, Cat Hai and Hon Dau island, will have strong winds of level 6-7, gusts of level 9, waves 2-3m high, and rough seas.
Ships and aquaculture areas in the above-mentioned danger zone are all strongly affected by strong winds and high waves.
On land, the coastal area from Quang Ninh to Hai Phong has strong winds of level 6, some places have level 7, gusting to level 8-9; deep inland areas in the northeast of the province have strong gusts of level 6-7.
Regarding the flood situation, from the afternoon of September 25 to the end of the night of September 26, in the northern region, Thanh Hoa and Nghe An, there will be heavy rain, some places will have very heavy rain with common rainfall of 80-180 mm, some places will have over 300 mm; there is a risk of urban flooding.
From September 25 to September 27, there is a possibility of a flood on rivers in the northern region, Thanh Hoa and Nghe An. The flood peak on Thao River, Lo River, upstream of Thai Binh River, Hoang Long River, Buoi River, upstream of Ma River is at alert level 1-2, some rivers are above alert level 2. Heavy rain is likely to cause flooding in low-lying areas, flash floods on small rivers and streams and landslides on steep slopes.
