On the morning of November 2, the authorities of Tuy Phong commune, Lam Dong province (old Binh Thuan province) initially recorded the self- composted lake burst and flash flood in Suoi Mang - Cay Ca area.
According to the People's Committee of the commune, there was initially 1 death, many houses were completely damaged, and livestock and poultry died.

People expressed their frustration and requested clarification of the responsibility of the owner of the lake building itself on the mountainside, causing floods downstream.
According to Tuy Phong Commune Police, at around 8:00 p.m. on November 1, the reservoir for agricultural production of Viet Phong Phu Farm Company, directed by Mr. Tran Quang Tinh (51 years old), suddenly burst.
The lake is about 1,400m2 wide, with overflow water and large flows from the canals connecting the lakes in Suoi Mang - Cay Ca and Tan Lai stream, creating a strong water flow.
The lake break caused 3 people to be swept away. In which, Mr. Bui Van Khanh (52 years old) was rescued, T went missing; his body was found at around 5:30 this morning, 200m from the location of the swept away.

Many households said that about 30 minutes before the water overflowed, the village had received a flood discharge notice and the area had two large discharge gates. The People's Committee of the commune requested the competent authorities to inspect the entire operation of the reservoir and discharge channel to determine the cause.
On the morning of November 2, the Department of Agriculture and Environment confirmed that the incident originated from the enterprise's self-prepared ponds, while the dams in the province's management system were still safe.

Currently, Tuy Phong Commune Police are advising on timely resolution, not allowing "hot spots" to arise.
At the same time, mobilize forces to clear mud, clear sewers, check the safety of works, advise people to avoid steep areas and streams and be ready to evacuate when needed.

Lam Dong Provincial People's Committee requested Viet Phong Phu Farm Company to urgently lower the water level, reinforce the reservoir, apply solutions to prevent recurrence and support affected households.

Local authorities also mobilized maximum forces, vehicles, and materials to provide quick relief and repair at damaged areas. At the same time, they visited and encouraged the victim's family.
