According to the official dispatch of the Ministry of Agriculture and Environment, implementing Conclusion No. 213-KL/TW dated November 21, 2025 of the Secretariat on continuing to implement Directive No. 42-CT/TW dated March 24, 2020 on strengthening the Party's leadership in preventing, responding to, and overcoming the consequences of natural disasters and Conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on responding to storm No. 15 and continuing to overcome the consequences of floods in the Central provinces, in order to proactively and effectively respond to natural disasters in the coming time, the Ministry of Agriculture and Environment requires units managing and exploiting especially important irrigation reservoirs and inter-provincial irrigation reservoirs.

The Ministry requires the organization of a comprehensive review and assessment of the operation of irrigation reservoirs according to the operating process and the organization of implementation in the past time, ensuring the safety of works, downstream areas and serving multi-purpose water supply (such as the Law on Natural Disaster Prevention, the Law on Civil Defense, the Law on Water Resources and guiding documents for implementation).
At the same time, based on the flood situation, adjust and supplement the operating process in accordance with climate change conditions, extreme floods, infrastructure and downstream safety requirements; complete the review and preparation of documents to adjust the operating process before April 2026.
In particular, priority is given to reserving the useful capacity of the lake to cut floodwaters downstream, regulating flexible pre-flood water levels to maximize flood prevention capacity. Use a part of the flood prevention capacity above the normal water level of the lake to improve the ability to reduce floods downstream.
Specifically stipulate the minimum time for notification before operating flood discharge; methods of communication and warning to agencies, units, and people in affected areas (flood discharge time, flood discharge volume, scope and level of flooding...), communication solutions when there is no phone signal or power outage; update and share monitoring and operation data; regulations on coordination with commune-level authorities and related units in downstream to monitor, supervise, and provide information for management and operation.
Regulations on construction monitoring, specialized hydrometeorological monitoring, calculation of flow to the reservoir, monitoring downstream of the reservoir and technical procedures for operating the valve gate. In addition, pay attention to clearly assigning tasks and responsibilities to each unit and individual to ensure safety for the project and downstream areas.
Coordinate with the Department of Agriculture and Environment and relevant agencies and units in the locality to collect flood data, serve the updating or development of new disaster response plans for works, flood maps downstream, flood escape corridors and emergency response plans. The construction must be close to reality, ensuring the "four on-site" motto and in accordance with the operating conditions of local authorities.
The Ministry of Agriculture and Environment also requested to organize inspections and assess the current status of reservoirs after the 2025 flood season; develop a plan and repair plan to ensure the safety of works during the 2026 flood season and the following years (inspect the power system, power source, equipment to lift and lower the valve doors to ensure accurate and safe operation). Synthesize the proposed work contents and add them to the 2026 production and business plan according to regulations.
