At around 10am on October 7, at the Tu Mo - Pham Hung intersection, heavy rain caused local flooding, some sections about 30cm deep. At this time, many people driving motorbikes through the area suddenly showed unusual numbness in the limbs, some were woncing, some even fell into the water. The incident caused a chaotic scene, many people suspected that there was an electric leak under the flooded water lane.
Discovering the dangerous incident, the working group of Road Traffic Police Team No. 6, Traffic Police Department (Hanoi City Police) on duty to prevent flooding nearby quickly put up warning ropes, prevented people from entering the dangerous area and urgently contacted the power unit.
Upon receiving the report, the electricity company was present, coordinating with the traffic police to check, determine the location and promptly fix the leak, ensuring absolute safety for the people.

To prevent risks, Road Traffic Police Team No. 6 also mobilized specialized vehicles to support the transportation of people and vehicles through flooded areas, while at the same time dividing traffic and guiding other vehicles to move according to safe routes.
Lieutenant Colonel Pham Van Chien, Captain of Road Traffic Police Team No. 6, said: "Faced with the complicated developments caused by the impact of the storm's circulation, the unit has proactively deployed response plans, mobilizing officers and soldiers to be on duty at flooded areas to regulate traffic, and at the same time, being ready to support people when unexpected incidents occur".
The authorities recommend that people should not go through deeply flooded areas, avoid stopping or parking vehicles near power poles, transformer stations or areas with broken or exposed power lines to ensure safety and avoid unfortunate accidents during the rainy and stormy season.
