In the context of continuously increasing apartment prices and huge demand for housing, there are still many abandoned resettlement projects in Hanoi, causing great waste.In Cau Giay district, the project to invest in building high-rise apartment buildings to serve land clearance migrants - N01 at plot D17 of Cau Giay New Urban Area (No. 1 Duy Tan Street, Dich Vong Hau Ward), has a scale of 15 floors with 299 apartments. However, the project has been "shelved" for many years, leading to a state of abandonment and degradation.According to Lao Dong's report on October 17, the construction site is currently fenced with corrugated iron fences covered with spray-painted advertising messages.Inside the project there are temporary houses made of containers.Through observation, part of the project area was requisitioned as a parking lot (including cars and motorbikes). Many walls of the project were moldy, and the surrounding area was covered with moss and weeds.The project is invested by the People's Committee of Cau Giay District; the Cau Giay District Construction Investment Project Management Board organizes and manages the implementation. It is known that this project is a place to resettle households subject to site clearance and land acquisition to serve the expansion of the extended Nguyen Van Huyen Street... and serve the migration of people to the new urban area of Cau Giay.The project schedule was initially approved by the Hanoi People's Committee for 2 years (2010-2012). However, due to various reasons, the project has not been completed yet. One of the main reasons pointed out by the Cau Giay District Construction Investment Project Management Board is that the project was not allocated capital in a timely manner, not meeting the project implementation schedule, and in some years, the capital plan was not assigned.Mr. Nguyen Trong Tung - Deputy Director of Cau Giay District Construction Investment Project Management Board - said that the project is being proposed for adjustment based on the results of interdisciplinary appraisal. In terms of capital, it has been proposed to adjust from over 421 billion VND to over 452 billion VND. The project implementation period is until the end of 2025. However, the city's functional agencies have stopped considering the proposed project adjustment to study suitable solutions according to new regulations.
According to the Vietnam Association of Realtors (VARS), currently, in Hanoi and Ho Chi Minh City alone, there are at least 18,000 resettlement apartments abandoned, with no one living there, costing hundreds of billions of VND in maintenance and upkeep each year.
VARS cited a report from the Hanoi People's Committee on the current status of 174 resettlement housing areas in use with a total of more than 14,200 apartments and about 4,000 apartment buildings still abandoned, causing great waste.
