The situation of dragging rocks and concrete to prevent cars from stopping illegally continues to appear in Kim Van - Kim Lu Urban Area (Dai Kim ward, Hoang Mai district, Hanoi). Even recently, a series of road cones have been erected, blocking traffic in this area.

On July 16, according to Lao Dong's records, the roads around the Kim Van - Kim Lu apartment complex were flooded with parked vehicles, covering the sidewalks and roadways.

On small roads connecting residential clusters around the area, people have to place large concrete pillars to prevent vehicles from parking on the sidewalks and on the road.

People living in Kim Van residential area (Hoang Mai) reflect that this situation has existed for many years and has caused frustration even though it has been handled many times by local authorities. Notably, recently, on the internal road in front of the Vinaconex and CT buildings (Kim Van - Kim Lu Urban Area), rows of traffic cones appeared firmly planted in part of the road and along the median strip.

Mr. Vu Trong Tung (resident of Kim Van - Kim Lu urban area) said that this fence has existed for many months but it is unclear which unit installed it. During rush hour, not only do vehicles stop illegally, these traffic cones also obstruct traffic, causing frequent congestion on the road.

Many residents said that traffic poles were also installed right next to the sidewalks in urban areas. In addition, the locations where traffic poles are placed are not within the scope of permitted vehicle parking.

Explaining the existence of these piles, a representative of Dai Thanh Phat Commercial Development Co., Ltd. (a unit licensed by the People's Committee of Hoang Mai district to temporarily keep cars) said that this often happens here. People park their cars haphazardly, so the unit uses stakes to prevent it and also admits that the unit's temporary vehicle parking permit has expired and is currently in the renewal period.

There is no sign system in Kim Van - Kim Lu urban area.

Just a few hundred meters from Kim Van - Kim Lu apartment building, route number 2 (Dai Kim new urban area, Dai Kim ward) has just been opened from Nguyen Xien to Kim Giang street, but a series of painted plots of land have appeared. Marking, stringing and arranging many large concrete blocks for the purpose of parking, occupying 1/3 of the road.

Regarding this, Vice Chairwoman of Dai Kim Ward People's Committee - Nguyen Thi Thai - said that currently this area is being licensed by Hanoi Construction Investment Company No. 2 for a license to keep vehicles. And the authorities have conducted surveys to research car parking licenses.

A series of concrete is placed here and road barriers are intended to prevent cars from parking on the side of the road and reserve space.

Previously, at the end of August 2023, Lao Dong Newspaper also reported a similar situation when many people living around the Kim Van - Kim Lu urban area had to use all measures to protect sidewalks and common walking spaces. of residents in response to the widespread and illegal parking of vehicles.

Some people used rocks, concrete, or even someone intentionally broke mirrors, splashed paint, and punctured tires to prevent vehicles from stopping on the sidewalk or on the road in this area.

Immediately after that, Hoang Mai District People's Committee requested and directed relevant units, including Vina 2 Construction Investment Joint Stock Company (the investor implementing the Kim Van - Kim Lu urban area project). ) and Dai Kim Ward People's Committee in ensuring urban order and traffic safety in the above area.
